We're looking for a highly capable Senior Business Analyst & Project Manager to play a pivotal role in leading business improvement and transformation initiatives across Waipā District Council. This is a rare opportunity to combine your analytical acumen with your project leadership skills to deliver meaningful change that enhances how we serve our community.

About the role

This senior-level position blends business analysis and project management, ensuring that solutions not only meet business requirements but also deliver tangible results. You'll work across a wide range of business units, helping Council to review, analyse, and improve systems, processes, and information practices to drive performance excellence.

You'll take ownership of the full improvement lifecycle — from identifying opportunities and developing business cases, through to leading cross-functional project teams to implement solutions.

Key responsibilities:

  • Analyse current state processes and identify opportunities to improve efficiency and customer experience.
  • Facilitate workshops and stakeholder discussions to define business requirements and prioritise improvement initiatives.
  • Develop business cases, feasibility studies, and recommendations that support strategic decision-making.
  • Lead and manage complex projects, ensuring successful delivery in line with Council's project management framework.
  • Partner with internal stakeholders and IT teams to ensure solutions meet business objectives and integrate seamlessly.
  • Provide structured coaching and mentoring in business analysis and continuous improvement practices.
  • Maintain clear communication with stakeholders, ensuring alignment and transparency throughout the project lifecycle.

About you

You're a strong communicator and natural problem-solver who enjoys collaborating across teams to turn challenges into practical solutions. You'll bring both the strategic thinking and delivery discipline needed to make real, measurable improvements.

To be successful, you'll have:

  • A relevant tertiary qualification in business analysis, business improvement, or related field.
  • A recognised Project Management qualification or certification.
  • At least 5 years' experience in business analysis and/or project management, ideally in a complex or public sector environment.
  • Proven experience with Lean or continuous improvement methodologies (Lean Six Sigma certification desirable).
  • Strong facilitation skills and experience leading workshops and stakeholder engagement.
  • Excellent understanding of process analysis, diagnostics, and performance improvement.
  • Knowledge of business performance monitoring and reporting systems.

Local government experience would be an advantage but is not essential — we value adaptability, initiative, and a collaborative mindset.
