The Financial Markets Authority (FMA) plays a critical role in regulating capital markets and financial services in New Zealand, ultimately providing better outcomes for investors, customers, participants, and for the New Zealand economy.

Our Market Infrastructure team was developed in 2021 and promotes and facilitates improved standards of conduct and ensures market infrastructure is sound within the capital markets. We're looking for a Senior Adviser to join this team to licence and monitor compliance within this population, including continuing to develop and enhance procedures and monitoring frameworks.

The Role - Te Tūranga

The team has expanded and this is a new role that, alongside others, will be responsible for:

- Licensing and exemption assessments of financial product market operators and providing advice to the Minister. A list of current licensed market operators, including NZX, New Zealand's largest market operator, can be found here.
- Monitoring licensed market operators, undertaking and publishing reviews of compliance with obligations and approving/declining rule change requests. Further information on market operators and examples of such work can be found here
- Monitoring of designated clearing & settlement systems and coordinating with RBNZ as joint regulator.
- Development and implementation of the new Financial Markets Infrastructure Act regime including standard setting and review of systemic importance (joint with RBNZ) of clearing & settlement systems. Further information and a list of designated entities can be found here
- Monitoring of accredited bodies who license and regulate auditors of FMC reporting entities, undertaking annual reviews of their audit regulatory systems. Further information and examples of such work can be found here, which includes oversight of NZICA as New Zealand's largest accredited body
- Licensing and monitoring of Administrators of financial benchmarks, a new regime to provide additional assurance around the accuracy, integrity, reliability and continuity of New Zealand's benchmarks. Further information can be found here

About you - Ō pūkenga

This is a great opportunity for a technically excellent individual with a good knowledge of laws and regulations relevant to the financial sector. You could be an experienced regulator, lawyer or have developed and implemented assurance/compliance monitoring programmes, systems and practices. Ideally you will have had exposure in one or more of the areas above, however we are open minded about what specific experience you "should" have on your CV - this is an opportunity for us to hire you based on your attitude, aptitude, and potential. Here are some of the transferable skills you'd likely need to succeed in the role:

- Ability to quickly and efficiently learn new content and processes
- Strong analytical, critical thinking and reasoning skills
- Exceptional interpersonal, communication and influencing skills
