The Bay of Plenty region is experiencing significant population growth, and with that comes a range of big, complex transport challenges we need to solve for the future of public transport.
Let’s not beat around the bush, the Bay of Plenty Region has the highest use of personal vehicles per capita in New Zealand and a public transport system that needs to do more of the heavy lifting. We’re navigating challenges like how we reduce carbon emissions through more people on buses, and how we reduce personal vehicle use and increase public transport. All this while maintaining excellent relationships with our partners, customers, and communities. It’s complex, but highly rewarding.
That’s where you come in We are looking for a Manager, Transport Programme delivery who is up for a challenge and can bring fresh thinking to our Transport team as we scope, develop, and deliver a wide range of strategic projects that will help shape the future of public transport for the Bay of Plenty Region.
The Manager, Transport Programme Delivery is a new ‘leader of leaders’ role that reports to the Director, Public Transport and manages a team of Project Managers and Business Analysts. You and your team will be responsible for:
- Working in partnership with external partners (local government bodies, central government agencies and iwi) to influence, shape and deliver an integrated transport programme that is focussed on our challenges and achieves the right transport outcomes for the Bay of Plenty community.
- Working across the broader Transport team to ensure projects deliver on the intent of our strategic transport priorities, and the provision of transport service changes are well managed.
- Working across the broader Regional Council to align transport programme outcomes with Council strategic goals, including climate change.
- Management of programme resourcing and budgets.
- Establishing a procurement and contracting strategy.
As a senior leader in the Transport team, you’ll lead in a way that reflects our Toi Moana Values and Te Pae Rangatira leadership framework, and prioritise the coaching and development of your team, ensuring they are supported to succeed. You’ll also play a strong leadership role in building the programme and project management capability across the broader Transport team.
**Ō pūmanawa | Your skills and experience**
- 10+ years project and programme management experience, managing a programme of comparable size and complexity within large or complex environments.
- 5+ years direct people leadership experience, with demonstrable leadership qualities that align with our Toi Moana values - trust, integrity, courage, manaakitanga, kotahitanga and whanaungatanga.
- Bachelor’s degree in engineering, planning or resource management (or significant relevant experience).
- Practitioner qualification in programme management - i.e. PMP, MSP, P3M3 or Prince2.
- Demonstrated change management experience, with the ability to take our people and key internal/external stakeholders along on the journey.
- Strong stakeholder and relationship management, negotiating and influencing skills at senior leadership/CEO level.
- A transformational mindset that explores opportunities of ‘what could be’ and challenges the status quo, to deliver sustainable long-term programme outcomes.
- Strong commercial acumen, with the ability to negotiate contract terms that are favourable to Toi Moana and hold external providers to account for the services they provide.
- Finely tuned presentation skills, including at executive level.
- Experience working with politicians in local or Central Government is highly desirable.
