**Mō te tūnga | About the role**
The purpose of Arms Safety and Control business unit is to enable New Zealand to be a world leader in arms safety through an effective regulatory and administrative approach to the Arms Act and Arms Regulations. The vision is to contribute to Our Business by being the safest country: one in which people are safe and feel safe by ensuring the safe use, possession and control of arms and ammunition and enabling sport, recreation, business, and food gathering that involve firearms. The Arms Safety and Control business unit has been established to operate and lead the modernisation of the firearms system, which will result in a more efficient and effective risk-based licensing system including the introduction of comprehensive performance indicators which will improve public confidence in the firearms licensing system.
To support the delivery of these outcomes the
**Director Business Services** role will lead the provisioning of our enabling and strategic functions that support our service delivery. The role will work in partnership with NZ Police to ensure the effective and efficient delivery of corporate supporting capabilities (such as HR, Finance, Employment Relations, and Property, Fleet etc.) Leading the regulatory stewardship, the position is responsible for our regulatory strategy and firearms system strategy that provides a holistic view across the firearms regulatory system. The intent is to understand the strategic landscape in which we operate and the system-wide approaches to intervention that could be considered to improve firearms safety.
Exhibiting a total commitment to achieving business outcomes and key performance goals, you be called on to push others to achieve outcomes. A role model in terms of driving through positive change and the delivery of improvements which will enhance organisational reputation. You’ll be widely acknowledged as a ‘big picture’ thinker, providing professional leadership and resilience, which will see you ensuring professional standards are maintained within the organisation. Accustomed to working at a wider sector level, you will require a superior understanding of public service sector with the ability to recognise underlying trends, opportunities or political forces affecting the organisation.
** **Requiring superior logical reasoning skills and the ability to deal with complex, inter-related issues which have wide ranging implications, you will have an exceptional ability to draw out the information needed when evaluating a project or issue.
** **On a personal level a genuine charisma as a leader and a track record of ‘making things happen’ - you will have a focus in communicating the vision and doing things in such a way that generates commitment from others.
Highly experienced in system level governance leadership, cognisant of government expectations for good regulatory practice, and experience Share Service Agreements, will all be required in order to deliver to this positions broad remit.
**Takohanga Matua | Key Accountabilities**:
- Leading the development of a Regulatory Strategy and performance framework across the Arms Regulator that will provide visibility to the Commissioner of Police (System Owner), and key external stakeholders on the transformation pathway to becoming an effective regulator.
- Direct the provision of integrated corporate support services, working in partnership with NZ Police to ensure all corporate support services are provided in an efficient and effective manner to enable excellent service delivery.
- Lead the development of the firearms regulatory system strategy that are interlinked within and across broader system strategies through shared principles and collective understanding of levers to best deliver on collective outcomes.
- Lead the strategic communication, public relations, brand, and channels function for the unit. Ensuring high-quality strategic communication advice and understanding of the interests and needs of external stakeholders, and the impact of any regulatory-related issues on these interests.
**Qualifications / Requirements***:
- A tertiary qualification is desirable, this may however be offset by extensive experience
- Applicants need to be New Zealand Permanent Residents
