Mō te tūnga | About the role

The purpose of Arms Safety and Control business unit is to enable New Zealand to be a world leader in arms safety through an effective regulatory and administrative approach to the Arms Act and Arms Regulations. Established to lead, operate, and develop investment in modernisation of the firearms system which will result in a more efficient and effective risk-based licensing system, introduction of comprehensive performance indicators, and shall improve public confidence in the firearms licensing system. The modernisation of the Arms Regulatory System will take every opportunity to prevent harm through transparent, high quality, consistent, legislatively correct, and effective regulatory activities, administration, education, and promotion of compliance with the provisions of the Arms Act and Arms Regulations.

The Regulator will earn trust and confidence by working together in partnership with other policing groups, iwi, the firearms community, wider New Zealand public and other agencies and organisations to achieve collective impact.

This is a newly created position, which will attract a senior skill set and experienced level of applicant.
Responsible for providing proactive advice to the firearms system wide governance function, this role will lead the implementation of the Firearms System Oversight Governance Group with a comprehensive view of how ‘firearms safety is created’ to ensure the strategic outcomes sought from the system are achieved.
This role is a highly collaborative one requiring exceptional relationship building and management skills as a substantial aspect of the role is developing strong, trusted relationships and positive engagement with a wide variety of stakeholders.

Demonstrating high levels of cultural competency, the Manager Regulatory Strategy, Performance and Governance will give strong team direction and support as well as the tools needed to achieve the Regulators objectives, including providing coaching and professional development opportunities.

You will need more than 10 years’ experience in leading multiple functions in an integrated manner and developing staff as well as senior level experience in supporting ministers, chief executives and other senior leaders and ability to influence at all levels.
The successful applicant will also need to demonstrate commitment to the principles of the Treaty of Waitangi, Maori and other communities and cultures

**Takohanga Matua | Key Accountabilities**:

- Oversee and direct the implementation and ongoing support of the cross
- agency Firearms System Oversight Govern Group (FSOGG).
- Build enduring relationships with the members of FSOGG and their respective agencies.
- Provide strategic thought leadership in the shaping of the strategic narrative and landscape of the Regulator and the risks and opportunities that exists within the firearms system.
- Develop and foster strong working relationships with the Police Policy team and drive the prioritisation of required and recommended regulatory policy updates and changes on behalf of the Regulator.
- Analyse issues and review system wide performance indicators to provide proactive advice to the leadership team of the Regulator, the wider firearms ecosystem governance and the Minister’s Arms Advisory Group (MAAG).
- Prepare high-quality briefing materials for key government and senior internal stakeholder audiences.

**Qualifications / Requirements**:

- A tertiary qualification is preferred, this however may be offset by comparable and extensive skills knowledge and experience in senior level role.
