The purpose of Te Tari Pureke
- Firearms Safety Authority (a business unit of Police) is to enable New Zealand to be a world leader in arms safety through an effective regulatory and administrative approach to the Arms Act and Arms Regulations. Established to lead, operate, and develop investment in modernisation of the firearms system, which will result in a more efficient and effective risk-based licensing system, introduction of comprehensive performance indicators, and shall improve public confidence in the firearms licensing system. The modernisation of the Arms Regulatory System will take every opportunity to prevent harm through transparent, high quality, consistent, legislatively correct, and effective regulatory activities, administration, education, and promotion of compliance with the provisions of the Arms Act and Arms Regulations.

An exciting opportunity has arisen within the New Zealand Police National Procurement and Contracting team for a Senior Commercial Manager. We are looking for someone with experience in Procurement and Contracts Management. This is a dynamic, varied role with a high level of responsibility, autonomy, and accountability. This position reports to the Manager Procurement and Contracting, looking after all procurement aspects for Te Tari Pūreke - Firearms Safety Authority.

This role will lead the development of commercial partnerships strategy to ensure strategic opportunities and relationships are actively developed and managed to enable the overarching Regulatory strategy.

**Key Accountabilities**:

- Ensure the effective commercial management of contracted objectives.
- Translate the business requirements into the appropriate contract terms and appropriate contract type.
- Leads the effective resolution of commercial issues with suppliers.
- Proactively manages the contract framework life cycle to adequately manage for contract terminations, renegotiations, extensions or renewals both ICT and Property contracts.
- In collaboration with the National Property team monitor all existing leases and key milestones.
- Ensures the cost-effective management of all contracts, whilst optimising value for money outcomes against strategic and tactical objectives.
- Ensures the provision of timely analysis and reporting on the performance of all suppliers.

- Have experience in managing significant contracts that are high risk and integral / critical to the performance of the organisation.
- Have experience leading the scoping, market sounding, procurement and negotiation of complex commercial agreements.
- Possess strong communication, relationship building and management skills with the ability to engage effectively communicate with our people, partners and community
- Have extensive experience in property lease management including managing lease renewals, rent reviews, operating expense audits and related matters
- Have excellent financial and commercial acumen
- Have sound report writing and written communication skills.

**Qualifications / Requirements**:

- A relevant tertiary qualification or related field or equivalent experience preferred.
- Applicants need to be New Zealand Permanent Residents or New Zealand Citizen.
