Mō te tūnga | About the role

The purpose of Arms Safety and Control business unit is to enable New Zealand to be a world leader in arms safety through an effective regulatory and administrative approach to the Arms Act and Arms Regulations. Established to lead, operate, and develop investment in modernisation of the firearms system, which will result in a more efficient and effective risk-based licensing system, introduction of comprehensive performance indicators, and shall improve public confidence in the firearms licensing system. The modernisation of the Arms Regulatory System will take every opportunity to prevent harm through transparent, high quality, consistent, legislatively correct, and effective regulatory activities, administration, education, and promotion of compliance with the provisions of the Arms Act and Arms Regulations.

The Regulator will earn trust and confidence by working together in partnership with other policing groups, iwi, the firearms community, wider New Zealand public and other agencies and organisations to achieve collective impact. To support the delivery of these outcomes the Manager, Regulatory Service Improvement is primarily accountable for continuous improvement across the operational practices for the Regulator.

Reporting to the Director, Operations, this role will lead the functions that will have a focus on performance, operational insights and reporting, training, converting strategic imperatives and legislative changes to operational policy, and the on-going updates to the Registry system. Tasked with continuously improving systems, processes, partnerships and leading the service improvement function, will see you developing the operations national business plan and other strategic plans to assist with the achievement of organisation and delivery of strategy and goals. Ensuring an effective interface between operational teams, you will implement and lead "good practice" risk management processes, proactively monitoring initiatives, to ensure any backlogs are proactively reduced. Working with Digital Product Manager and external vendors to lead the development of a system improvement and upgrade roadmap. Oversee the on-going maintenance and improvement of the registry system, ensuring it is fit for purpose Ensure there is an effective interface between operational teams. Implement and lead "good practice" risk management processes.

Commitment to the principles of the Treaty of Waitangi, Māori and other communities and cultures is important, by maintaining strong partnerships with the local and wider community to promote the safe possession and use of firearms.

**Takohanga Matua | Key Accountabilities**:

- Leadership of operational performance monitoring initiatives.
- Ensuring performance at the regional level is compliant, meets designated targets, and addresses risk.
- Reporting and training, converting strategic imperatives and legislative changes to operational policy.
- The development of develop a prioritisation work programme and action plan.
- Development of the operations national business plan and other strategic plans.

**Qualifications / Requirements**:

- A relevant, tertiary qualification containing significant component of statistics or other mathematical disciplines, or equivalent experience preferred
- Applicants need to be New Zealand Permanent Residents

- Experience working within regulatory environment and developing operational strategy and work programmes.
- Proven success in providing strategic and operational leadership and delivering outcomes in a regulatory environment.

- Proven experience as a collaborative leader and operator within a complex, networked environment or system.
- Expertise in the development of work programmes, including enabling tools and processes
