Are you interested in working as part of a unit that both develops and implements urban policy? The Urban and Infrastructure Policy and Planning Unit has two full time vacancies; the first in the Infrastructure and Growth team and the other in the Urban Implementation Team. Both positions provide an opportunity to work in a fast-paced central Government environment in which urban growth and development is the key focus, particularly as we move into a new resource management system.
Essentially, we work on all things urban policy - including urban: planning, design, growth, housing, infrastructure climate related urban issues, and their implementation. We work collaboratively across the Ministry for the Environment, but also with other agencies such as the Ministry of Housing and Urban Development (HUD) and the Ministry of Business Innovation and Employment (MBIE) and with Local Government.
We have two permanent policy analyst roles available.
The first position is in the Infrastructure and Growth Team. This position requires an urban policy analyst to support the effective and efficient operation of urban infrastructure policy in the current RMA system, as well as to help shape and implement infrastructure the new resource management system.
The second position is in the Urban Implementation Team. This position requires an urban policy analyst to support the implementation of the National Policy Statement on Urban Development and the Medium Density Residential Standards, including reviewing plan changes, monitoring outcomes and working closely alongside our local government partners.
Both positions will have you providing policy advice, including monitoring, research and reporting, on infrastructure and growth policy in multiple policy areas, such as the evolving Natural and Built Environments Bill, the Spatial Planning Bill, the National Planning Framework, the National Adaptation Plan and the Emissions Reduction Plan.
This role offers a unique opportunity to work as part of a high performing, focussed urban unit, to deliver and implement urban, infrastructure and growth policy.
Our Infrastructure and Growth team members are located across Aotearoa NZ. While it is preferable for these roles to be based in Auckland, for the right person, the location is negotiable.

- A good working knowledge of the RMA
- An understanding of the role infrastructure plays to support growth and development
- Policy development skills and experience
- Good written and oral communication skills
- Able to connect with partners and stakeholders and build relationships
- Ability to work across a number of work streams and to manage competing priorities
- Comfort in working with ambiguity and adaptability to changing priorities and new and emerging issues
- The ability to work well in a team.
Whānuitanga Utu ā-Tau | Salary range
Salary range for this role is $77,280 to $93,565 pa. Appointment within this range will be based on skills and experience.
