**Tēnei tūranga - About the Role**:
The Senior Advisor will work collaboratively with a range of internal and external stakeholders to manage and plan for fuel security. Internal stakeholders include others within the Energy Resource Markets (ERM) Branch, the Branch’s Finance Business Partner, and procurement specialists in the Finance Systems, Operations & Procurement Branch and the New Zealand Government Procurement Branch.
External stakeholders include experts on fuel supply and security, fuel industry participants and, other government agencies involved in civil defence emergency management. The role reports to the Manager Monitoring in ERM’s Compliance team.
The team has traditionally focused on compliance with the requirements under the Crown Minerals Act but is being expanded to implement fuel security measures. Areas of focus include:
- You will provide advice on the financial and contractual options for government procurement of reserve diesel stocks to be held onshore, taking in consideration information provided by the fuel industry and expert advice
- working with experts to plan and manage the procurement process for purchasing oil tickets for compliance with New Zealand’s obligations under the International Energy Agreement (IEA)
- actively engaging with the Ministry’s procurement specialists in the Finance Systems, Operations & Procurement Branch and the New Zealand Government Procurement Branch to ensure that the procurement processes for oil tickets and the reserve diesel stock arrangement align with Government Rules of Sourcing, procurement principles and frameworks
- managing the contracts for external consultants who provide expert advice to inform the procurement of oil tickets and onshore reserve diesel stocks
- working with experts to manage the release of onshore reserve diesel stock during national and local fuel disruptions
- supporting the development of fuel security policies, including the announced minimum onshore fuel stockholding obligation on fuel importers, through providing operational advice on reserve oil and fuel stocks held by the Government.

- A tertiary qualification in fields relating to business, accounting or law is preferable.
- Considerable experience professionally representing an organisation to senior levels across government or the private sector.
- Excellent interpersonal skills; demonstrated by credibility, personal or collaborative influence, managing expectations and targeted persuasion.
- Planning, organising and project management skills, including ability to maintain performance when under pressure, critical assessment of workflows, and appropriate prioritising of work.
- Experience in assessing business proposals and negotiating and advising on commercial agreements.
- Considerable experience in dealing with ambiguity in a complex and dynamic environment.
- At least five years' experience in managing procurement processes in the public sector or the fuel industry.
