Wellington City, New Zealand New Zealand Government Full time

Te Tuapapa Kura Kainga - The Ministry of Housing and Urban
Development (HUD) leads Aotearoa | New Zealand's housing and
urban development work programme.
Everybody should have a place to live that is warm, dry,
safe, stable and affordable, with access to the support they
need to live healthy, successful lives.
Mo te tunga | About the role
We know that in order to achieve Our Kaupapa | Our Strategic
Framework we need to have the right capability to work
effectively across the housing and urban development system.
Part of our focus on having a thriving workplace community
is creating an environment in which our people can develop
and grow.
We have a practical approach to learning and development;
our people have the chance to get involved in interesting
and challenging work across the housing and urban
development system, so we want to grow their skills and
abilities through day-to-day experiences. We also offer role
or person-specific training to support professional
development.
We have some good foundations in place, and we are now
looking for an experienced L&D specialist to help us evolve
and embed our approach. This includes leading work to
develop an integrated L&D work programme, with an enduring
approach to L&D delivery and monitoring. We need someone who
can do learning needs analysis, check that we have the right
L&D solutions in place, and ensure solutions are fit-for
- purpose, value-for-money, and delivering the right outcomes.
You'll report to the General Manager People & Community, and
while you'll have the support of others in our People &
Community team, you'll be the only L&D specialist for us, so
you need to be happy working independently.
This is a fixed-term position for 9-12 months to help us
embed L&D into our business-as-usual people lifecycle
activity.
The salary range for this role is between $124,292
- $151,913 + 3% KiwiSaver contribution.
O wheako, o pukenga | About you
**We are looking for someone who has**:

- Depth of expertise in strategic and operational learning

and development, including in the design and delivery of an
organisational L&D programme
- Demonstrated strength in using L&D systems and tools,

including training needs analysis, learning management
systems (ideally Oracle LMS) and e-learning tools, to
identify, deliver and monitor L&D activities
- Working knowledge of learning design and delivery (- you

don't need to be an expert in learning design or
facilitation)
- Proven experience in planning and managing a work programme
- Strong relationship and communication skills
- A natural instinct to use data and insights, and good

judgement when developing fit-for-purpose L&D approaches and
solutions.
Mo matou | About us
Te Tuapapa Kura Kainga reflects the intention of 'the
foundation for a treasured home'. The name comes from the
Maori whakatauki (proverb) 'he kurakainga e hokia, he
kuratangata e kore e hokia', - 'a treasured home will
endure, not so a treasured person'. It carries with it a
**strong connection to our purpose**: he kaingaora, he haporiora
- thriving communities where everyone has a place to call

home.
The importance of ensuring the wellbeing of people within
the home, and our connection with the land - acknowledges
the generations of people who have always called this place
'home' - and affirms our commitment to delivering for future
generations of New Zealanders.
Ng a painga | What we offer
- Flexible working to give work/life balance
- Engaging employee-led people networks that celebrate

diversity, provide safe spaces, and encourage thought
- leadership
- Close to the railway station, modern office space and cloud
- based technology that allows for joined up, cohesive

collaboration
- Wellbeing initiatives, tools and courses, and a discounted

health insurance scheme
- Open minds - we aren't afraid of change and encourage fresh

approaches and ideas from people who want to make a
difference
- Salaries automatically move up a step on an annual basis.
