Job Overview
Napier City Council is seeking an experienced Contract Management Lead to manage our contract management function within the Infrastructure Directorate.
The successful candidate will be responsible for developing, managing, and administering professional services and construction contracts that are critical for delivering our Council's ambitious vertical and horizontal infrastructure capital works.
This role demands a commitment to service excellence and a professional approach to maintaining a positive public profile.
- Advise Project Managers on contract decisions, from contract choice and conditions to tender preparation, review, and post-tender negotiation.
- Oversee contract processes to ensure they are fit for purpose and efficient.
- Maintain and monitor contract registers for Infrastructure and Programme Delivery.
- Establish a Contractor Performance Framework to evaluate supplier performance.
- Ensure adherence to all council policies, legislation, and contract obligations.
- Serve as the primary operational contact for contract matters within the Infrastructure Directorate.
- Review and control all contract documentation, including GETS lodgement.
- Contribute to building a high-performing, customer-focused team.
- Foster a stakeholder and solutions-focused culture.
- Support health and safety policies and strategies.
To be considered for the position, you will have:
- A relevant degree or equivalent knowledge.
- 5+ years' experience in managing professional services and physical works contracts.
- A strong understanding of NZ contract documentation (NZS 3910, 3915, 3916, 3917), contract law, and government procurement rules.
- Technical knowledge of NZ standards, NZTA specifications, and Local Authority processes for roading, utility, and building projects.
- Experience in contract administration and GETS.
- Knowledge of project management frameworks and practices in New Zealand.
- Experience in delivering Local Authority roading, utility, and building projects.
- Strong written and verbal communication skills.
- Excellent relationship-building and influencing abilities.
