Ngā whakamārama mō te tūnga | About the opportunity
Te Manatū Waka is responsible for stewardship of the transport legislative framework across land, air, and sea to ensure a safe and effective transport system. This regulatory system covers over 20 pieces of primary legislation and over 150 regulations and rules. The Regulatory team help to develop, maintain and improve these complex systems.
As one of the Senior Advisers in the team, you will support the overall capability of the Regulatory Policy team, coach team members, and represent Te Manatū Waka across the government sector as well as lead projects that have a real impact on the lives of New Zealanders.
You'll work closely with other teams in Ministry, other government departments, transport agencies, international transport organisations, and participants in the transport system. You will also be involved in.
- Work considering the overarching structure of our transport regulatory system, including the existence and structure of regulators, and the design of accountability and enforcement mechanisms.
- Leading the shape, design and delivery of work relating to regulatory stewardship across transport modes e.g. work to reshape the regulatory framework for local government decision making
- Supporting policy work on our Regulatory Systems Transport Amendment Bill projects, including preparing for large-scale public consultations and the legislative process
- Undertaking deep-dive system assessments of parts of the transport framework
- Developing expertise on our international transport agreements and memberships and contributing to system-wide assessments and work to amend legislation in response to our international obligations

- The ability to provide efficient, targeted policy analysis and advice
- Capability to deliver or develop skills and expertise around legislative design and process - for example supporting the bill process through Parliament. Ideally, an understanding of New Zealand's legislative framework and legislative change processes
- Experience in developing new internal and external relationships to support collaboration, consultation and engagement
- Excellent communication skills and an analytical mind
- An understanding of the important relationship between te Tiriti o Waitangi and policy development

Whānuitanga Utu ā-Tau | Salary range
The salary range is $100,976 - $130,000 per annum. The appointed salary will reflect skills and experience.
