Data Analyst and Modeller

Mō te tūnga | About the role
The purpose of Te Tari Pūreke, Firearms Safety Authority business unit is to enable New Zealand to be a world leader in arms safety through an effective regulatory and administrative approach to the Arms Act and Arms Regulations. Te Tari Pūreke has been established to lead, operate, and develop investment in modernisation of the firearms system, which will result in a more efficient and effective risk-based licensing system, introduction of comprehensive performance indicators, and shall improve public confidence in the firearms licensing system. The modernisation of the Arms Regulatory System will take every opportunity to prevent harm through transparent, high quality, consistent, legislatively correct, and effective regulatory activities, administration, education, and promotion of compliance with the provisions of the Arms Act and Arms Regulations.
The Regulator will earn trust and confidence by working together in partnership with other policing groups, iwi, the firearms community, wider New Zealand public and other agencies and organisations to achieve collective impact.
As the Data Analyst & Modeller, you will lead development of the technical and data layers that enable our understanding of the Firearms Regulatory System, and implementation of the Firearms Monitoring and Evaluation Framework. This is a newly established role and will have the opportunity to provide thought leadership across Te Tari Pūreke, in how we meet our medium to long-term needs in data analytics, modelling and enabling research and evidence-informed decisions.
The role will provide analysis and advice, quantitative and qualitative performance data and develop business intelligence capability that will provide the cross-agency Firearms System Oversight Group (FSOG) with information, intervention options and assurance they need to confidently make informed and fully transparent decisions to improve our desired outcomes.
In performing this role, you will work collaboratively and seamlessly with others in multi-disciplinary teams and cross-agency to deliver integrated, high quality and innovative work.
**Takohanga Matua | Key Accountabilities**:
- Lead the technical design, development and embedding of a data model that enables us to monitor system performance, and respond in a timely manner to requests for information
- Provides analysis and advice to assist in identifying and investigating significant patterns, changes in trends, and other strategic intelligence analysis
- Manages the overall reporting work programme including management of both periodic and ad-hoc reporting requests
- Leveraging our systems and sector wide information systems to automate processes, where possible
- Support the business in logic modelling, including the creation and testing of hypotheses on the impacts of specific initiatives, service improvements, or interventions
- Develops and facilitates the development of data analytics tools for Te Tari Pūreke
- Identifies and addresses problems and/or opportunities for improvement across data recording and analytics tools
- Takes the constructive approach to team efforts and supports other team members where possible
- Develops systems to manage the delivery of strategic reporting needs including managing and approving responses to Official Information Act requests, Parliamentary Questions, and Select Committee Questions
**Qualifications / Requirements**:
- A tertiary qualification in quantitative or qualitative analysis, statistics, mathematics, evaluation and/or economics, or equivalent experience, is preferred.
