Learning and Development Manager

Salary from $133,936 - $148,818

The Learning and Development Manager is a high-profile role in our business. By coaching leaders, building and delivering fit-for-purpose learning interventions, you can make a big impact in developing and retaining our people.

Mō te tūnga | About the role

The purpose of Arms Safety and Control business unit is to enable New Zealand to be a world leader in arms safety through an effective regulatory and administrative approach to the Arms Act and Arms Regulations. Established to lead, operate, and develop investment in modernisation of the firearms system, which will result in a more efficient and effective risk-based licensing system, introduction of comprehensive performance indicators, and shall improve public confidence in the firearms licensing system. The modernisation of the Arms Regulatory System will take every opportunity to prevent harm through transparent, high quality, consistent, legislatively correct, and effective regulatory activities, administration, education, and promotion of compliance with the provisions of the Arms Act and Arms Regulations.

The Regulator will earn trust and confidence by working together in partnership with other policing groups, iwi, the firearms community, wider New Zealand public and other agencies and organisations to achieve collective impact.

You’ll bring both a strategic mindset, and the ability to deliver on operational learning initiatives. Our Learning and Development function within Arms Safety and Control regulator is just getting started, so you will have the opportunity to contribute to the strategy and help design the strategy and creating solid foundations for learning engagement.
Using your experience as a great facilitator you will be energised by interacting with a wide variety of stakeholders, so you’ll need to be a strong communicator to develop dedicated, trusted relationships and positive engagement. You’ll be a natural collaborator who can work through others and navigate complexity to get things done.

You will need to foster a positive view of Police and Arms Safety and Control, and have a strong track record of delivering results and ensure the learning programmes created in this role
support and reflect the regulators values and strategic goals. Strong time management skills are also key to success.

You will prepare reports and recommendation papers for the Arms Leadership teams and ensure that all learning activities and programmes created are aligned with organisational direction and legislative requirements, utilising, and promoting appropriate delivery methods including e-learning and virtual delivery. You will need to deliver to agreed deadlines, and to budget.
The Learning and Development manager will also facilitate individual and team development by demonstrating appropriate leadership, role modelling, coaching and mentoring practices.

Commitment to the principles of the Treaty of Waitangi, Māori and other communities and cultures is important, by maintaining strong partnerships with the local and wider community to promote the safe possession and use of firearms.

**Takohanga Matua | Key Accountabilities**:

- In collaboration with the Strategic Business Partner (People) develop the learning and development strategy, aligning it to the people strategies, that enables the delivery of the Regulators business objectives.
- Lead the implementation of the learning and development strategy.
- Work closely with key stakeholders to ensure systems and processes are in place that enable effective development and delivery of learning.
- Prepare reports and recommendation papers for the Arms Leadership teams as may be required.
- Maintains proactive oversight and leadership of planning, and delivery of all learning programmes for the Regulator.
- Ensure that learning programmes support and reflect the Regulators values and strategic goals and the level of professionalism and quality expected as regulators.
- Keep current with national and international trends relevant to Learning and Development.
