New Zealand Police is the lead agency responsible for reducing crime and enhancing community safety. We work in partnership with individuals, communities, businesses and other public sector agencies to achieve our vision of Safer Communities Together.

Following a recent realignment of the Police Commissioner’s executive structure, New Zealand Police have welcomed a new CFO to lead an enhanced Finance function. There are a number of Finance vacancies that the organisation has been holding during a period of change, but now the Police Executive have given the mandate and their support to drive the Finance team and their strategy forward.

The CFO and realigned Finance Leadership team now have a re-energized collective focus and have assessed the current state of the group to determine their initial priorities, in line with the organisation’s and new government’s, and which roles are key to delivering these.
This role
**Principal Advisor - Financial Accounting & External Reporting**, is within a select group of critical roles necessary to help ensure Police remain fiscally sustainable, have access to high quality financial information and strategic advice, and have the financial literacy to allocate and use the limited public resources provided to Police wisely.

The
** Principal Advisor - Financial Accounting & External Reporting** is responsible for providing strategic and operational advice to Finance Leadership teams on the financial implications of complex financial issues, Accounting

Standards, policy initiatives and appropriations within Vote Police. The role leads the oversight of the management of Vote Police Appropriations, including all Treasury reporting to ensure funds expended are within the approved scope statements and amount of Appropriations and any funding agreements.

You will have a strong customer focus and be known for your ability to build and maintain effective relationships. You will understand the financial information needs of the government, be innovative and continually look to improve and add greater value to the service provided.

The Finance function of any organisation provides several critical services required to enable the success of that organisation. This ranges from ensuring our staff and suppliers are paid, ensuring compliance with public sector legislation, standards and expectations, maintaining a “Licence to operate” and providing strategic and practical financial advice to decision makers to ensure we operate within our budgets and deliver value for money.

**Key Accountabilities**:

- Lead the delivery of Budget Economic and Fiscal Update (BEFU), October Baseline Update (OBU), Half Year Economic and Fiscal Update (HYEFU), March Baseline Update (MBU) for Vote Police.
- Responsible for ensuring all external financial reporting requirements are met, including monthly actuals CFIS reporting, Forecast Tracks and other updates that may arise from time to time.
- Lead the preparation and collation of the year-end Financial Statements and other financial sections of the Annual Report.
- Lead the collation, quality control and integrity of the responses for the Finance related Select Committee Questionnaires, Parliamentary Questions, and Official Information Act requests.
- Lead the timely preparation and filing of GST, FBT and Withholding tax returns.

**Technical and General Skills Requirements**
- This role requires specialised “expert” level public sector financial management experience and knowledge including demonstrated knowledge and experience in Financial Accounting and External Reporting, gained through a professional qualification and Chartered Accountant membership with CAANZ or a similar professional qualification/body, with at least 10 years practical experience post qualification and 7.5 years post membership, as well as operating at a senior or principal advisor for at least five years.
