- The Government Property Office is accountable for the strategic leadership of the government's office accommodation portfolio and provisioning for the centralisation of components of the government's property function. The Government Property Office is also responsible for delivering on MBIE's own property strategy as well as providing high-quality property management services to MBIE._
- The government's office accommodation portfolio is significant, encompassing circa 1,000,000 sqm of office space and a rental spend of circa $330 million per year across 73 agencies, including Crown Agents. MBIE is an agency with a significant property portfolio (about 10% of the government's footprint), encompassing both office and non-office sites, across New Zealand and offshore. _
**Tenei turanga - About the Role**:
The Principal Portfolio Manager is a critical influencing, result orientated, strategic, portfolio management role and reports to the Head of Engagement and Portfolio Management. You will build credibility in portfolio management with a wide range of public sector agencies to foster cooperation and commitment to deliver on project outcomes.
The role holder will be pivotal in addressing conflicting and competing agency preferences and negotiating resolutions that meet broader system and project outcomes (e.g. efficiencies, savings, and cost avoidance).
This role works with the Portfolio Leasing Managers to provide a point of connection between agencies and the commercial property sector to ensure alignment of supply and demand based on a medium to long term view of government office property requirements. It requires a comprehensive understanding of how government office accommodation fits within the property system, as well as a strategic outlook and experience managing a diverse and large number of commercial properties.
You will work closely with, the Head of Engagement and Portfolio Management to deliver the successful implementation of planning activities, demonstrating an insightful understanding of how government office accommodation can be delivered. You will need to build in-depth knowledge of the business requirements of agencies and a property system partnership with agencies to ensure planning is undertaken and implemented with as much engagement and cooperation from agencies as possible.

- Must have experience managing and planning an extensive property portfolio considering both supply and demand side dynamics, taking a 5 - 20 year view, ideally in the Government sector.
- Considerable experience working with occupier/corporate real estate portfolios and understanding how property supports wider business objectives.
- The ability to bring whole system perspective to build strong agency relationships based on trust and credibility and use this to influence agencies to approve options that are also achieve system outcomes.
- Highly developed skills in addressing conflicting and competing organisational preferences and negotiating resolutions that meet broader system and project outcomes.
- Sound and up-to-date understanding of the business of government agencies, and the ability to engage effectively at senior levels to build trust and credibility, problem solve, influence, and gain cooperation.
- An existing reputation as a highly credible property negotiator and leader, and strong existing relationships with key players in the commercial property sector.
- Strong problem-solving skills, including the ability to bring innovative and effective options to the table.
- Advanced knowledge of building performance specifications, design, integration and construction delivery processes relevant to complex portfolio planning.
- Excellent financial and commercial acumen when applied to key property and investment decisions.
- Analytical mindset with the ability to analyse market data, financial reports, and lease terms to make informed decisions and to use these to drive portfolio planning.
- Willingness to travel throughout New Zealand when required.
- A tertiary qualification in a property discipline (or equivalent) would be beneficial.
- Must have a legal right to live and work in New Zealand.
