2 Compliance and Resolutions Leads

**Band J**: $102,178 - $123,297
**Reporting to**: Deputy Compliance and Resolutions Manager
This role is responsible for bedding in operating models and ensuring compliance and resolution processes are delivered to a high level. A key aspect of the role is to build brand new teams and processes in how we deliver compliance functions.

The purpose of Arms Safety and Control business unit is to enable New Zealand to be a world leader in arms safety through an effective regulatory and administrative approach to the Arms Act and Arms Regulations. Established to lead, operate, and develop investment in modernisation of the firearms system, which will result in a more efficient and effective risk-based licensing system, introduction of comprehensive performance indicators, and shall improve public confidence in the firearms licensing system. The modernisation of the Arms Regulatory System will take every opportunity to prevent harm through transparent, high quality, consistent, legislatively correct, and effective regulatory activities, administration, education, and promotion of compliance with the provisions of the Arms Act and Arms Regulations.
The Regulator will earn trust and confidence by working together in partnership with other policing groups, iwi, the firearms community, wider New Zealand public and other agencies and organisations to achieve collective impact.
To support the delivery of these outcomes this lead is responsible for overseeing the day to-day management of the compliance teams. This role will be responsible for bedding in responsive risk based operating models and ensure compliance and resolution processes and activities are delivered to expected performance indicators and achieving strategic business outcomes.
The initial focus of this role will be to lead the design, development and embedding of a comprehensive firearms ecosystem and performance framework, followed with the ongoing capability development to operate the reporting, update intervention logic and the system view to reflect our evolving understanding of the system.
**Takohanga Matua | Key Accountabilities**:
- Support the implementation of the compliance and resolution strategy.
- Lead the development of operating procedures and templates and guides ensuring all staff understand and are competent with all firearm compliance and resolution regulatory procedures and activities relating to firearm holders.
- Ensure the carrying out of compliance and resolution functions to a high standard and in accordance with agreed processes and procedures.
- Ensure resolution and compliance case files for review, decision making and sign off by the team are based on quality evidence and are made using sound judgement.
- Provide quality and timely strategic advice on common themes or regulatory implications relating to compliance, non-compliance, resolution and any trends in increased resolution needs for groups.
- Build effective relationships and manage effective communications within the with stakeholders to learn about the sector and appropriately influence compliance, best practice, harm minimisation and the Regulators reputation as an effective regulator.
- Play an active role in ensuring the team are aware of the performance measure for responsiveness expected from the team.
**Qualifications / Requirements**:
- Management or previous Supervisor experience essential
- Experience of developing processes
- Applicants need to be New Zealand Permanent Residents

- Proven success in operational team management and supervision, delivering outcomes in a regulatory environment.
- Experience with resource and workflow planning and management.
- Experience in delivering results which meet timeliness and quality standards.
- Experienced in understanding and analysing complex information and identifying key issues.
- Demonstrated ability to present sound recommendations and make decisions which are legally and technically robust.
- Experienced in communication of complex information through written documents.
- Proven ability to develop and manage a team.
- An understanding of regulatory and compliance function and purpose.
- Understanding of the public sector.
