We are excited to bring our Environmental Health Services in-house after more than a decade of outsourcing. Increased collaboration and enhanced integration with the wider Regulatory Services group is critical, and we are looking for an experienced, enthusiastic self-starter to join the Upper Hutt City Council Compliance Services Team and be part of influencing our city transformation. The core function of this role is to be a technical leader of the environmental health services delivered by Council. As well as lead this team, the Team Leader Environmental Health (TLEH) will also provide additional team leadership support across compliance services, including deputising the Compliance Services Manager (CSM), as required. This includes overseeing the day-to-day activities of the Environmental Health Team as well as providing technical review and quality control.

We are looking for someone who is customer focused and has the skills to both lead the start-up of the Environmental Health Services offering as well as day-to-day team and case management, triage problems and resolve them whilst ensuring that legislative requirements are met.

The TLEH will have responsibilities across all aspects of environmental health including:
Health Act registrations and investigations of health nuisances;
food verifications and food safety investigations;
investigate and report on noise complaints relating to district plan non-compliance;
resource and building consent advice as well as input on PIMs/LIMs;
regulation and enforcement of Upper Hutt City Council bylaws (particularly the Appearance Industry Bylaw).

**To be considered for this role we are ideally looking for**:
Education/ Qualifications/ Experience

Other tertiary environmental health qualification (e.g., Certificate, Diploma, Degree) or training (e.g., Certification, Accreditation) in key environmental health area (e.g., noise assessment, food safety, beauty therapy, investigations).

Ideally approved auditor and/or Food Safety Officer by the Ministry of Primary Industries

Minimum of 5+ years operating as an Environmental Health Officer or Health Promotion Officer.

Current or recent experience (including training or study) in the following key environmental health areas: noise, food safety, beauty therapy, investigations.

Be comfortable and confident using Microsoft Word/Excel/Outlook products, general computer use and the ability to adapt to new computer programs easily.

Membership, or eligibility for membership of the relevant Environmental Health Associations

Project management skills and familiar with managing a case load with competing priorities.

Excellent written communication skills, particularly recording decisions and the reasons for them.

Experience in providing an informed opinion that has considered and assessed the relevant factors/evidence.

Experience in team leadership and/or technical leadership.

An assertive person with skills in conflict resolution, negotiation and de-escalation.

Be capable of dealing with the public in a confident, calm and friendly manner that will bring credit to themselves and the Council.

An ability to confidently and clearly communicate technical issues and concepts, including listening to others’ points of view.

Ability to effectively communicate with a broad range of people including discussing compliance messages.

Excellent oral and written communication skills.

Creative thinking, problem-solving skills, and an inclination to system/process improvement.
