The Change & Engagement Lead reports to the Manager - Project Delivery within the New Zealand Government Property Group (GPG).
GPG is the Government agency responsible for overseeing the Government office property portfolio which comprises approximately 1 million square metres of offices throughout New Zealand.
One of the functions of GPG is to plan, manage and deliver major capital office projects and fitouts. Occasionally, these projects include the co-location of different Government agencies into one office development. Consequently, agencies require support throughout the project planning and delivery process to manage change and put into effect new ways of working and operating associated with co-location.
This fixed term or secondment opportunity requires the Change & Engagement Lead to proactively engage and build collaborative networks at all levels, across GPG and with a large number of government agencies and suppliers. You will need to lead at a strategic and system-wide level. It will be critical that you develop strategies and plans to ensure impacted stakeholders across multiple government agencies are able to adopt and embed change, ensuring the process and legislation is correctly adhered to minimise risk and encourage buy-in.
The role will work closely with the Principal Project Manager and Project Team and will develop Impact Assessments for all agencies including MBIE and manage and report via heat maps to the Principal Project Manager, Project Director and Steering Group. The role will have strong relationships with the MBIE HR team, ICT Team and Facilities Management team.
This role will need to work strategically providing expert advice at a senior leadership level across Government as well as working with individual agencies to develop and implement process and plans which will make Bowen House a success.

- Significant experience and knowledge working on similar scale strategic change projects where they have been responsible for ensuring the project understands, follows and uses best practice change management principles, methodologies, and tools.
- Experience and management of large-scale workplace change management projects across government and in particular experience in delivering new ‘ways of working’ for a variety of agencies.
- Expert in the change process and the needs of people who need to be guided and supported along the way. Developing and implementing key interventions to ensure the change is a success.
- Significant skills in being able to move between strategic and operational delivery. An ability to work across all levels of government, developing trust at a senior leadership level.
- Acute business acumen and understanding of organisational change impacts and challenges and strategies on who to manage these.
- Understanding of project management approaches, tools, and phases of the project lifecycle› Forward looking with strategic thinking and a holistic approach.
- Exceptional communication skills both written and verbal.
- Excellent active listening skills, with the ability to quickly establish and maintain strong relationships
- Ability to influence others and move toward a common vision or goal.
