The Strategic Programmes Manager is responsible for the programme management and delivery of two specific programmes of work:

- The Operations Lifecycle Enhancement Programme (OLEP) responsible for implementation of the recommendations of the Report of the Expert Review Group (ERG); and
- The NZDF Climate Change Response Programme.

These are key strategic initiatives that require effective management, planning and implementation of processes across the NZDF, the Ministry of Defence (MoD) and wider all of government agencies. This is an opportunity to influence strategy and future change at the NZDF.
You will provide high quality Programme and Project Management (P2M), advice and co-ordination to deliver initiatives and outputs that support the objectives of both programmes. This includes management and co-ordination of all supporting functions, administration and information management and support to the Director Strategic Programmes, the OLEP Ministry of Defence Co-lead the Strategic Programmes Team as a whole, and wider working groups. You will liaise with other key stakeholders within the NZDF and MoD, and with other government agencies to ensure an integrated and effective approach to the programmes.

You will be an experienced and capable programme manager with the ability to effectively communicate and build relationships with a wide range of people. We need you to show us what good programme management looks like. Utilise your strategic thinking skills to make a positive difference to the future of the NZDF.

**Ideally, you will have**:

- Sound knowledge and experience of programme and project management, and supporting processes and software tools;
- Experience in coaching, mentoring and training programme and project staff;
- Experience and understanding of processes and systems of a complex organisation;
- Discretion with the ability to operate in an in-confidence and/or secure environment with access to sensitive information;
- Experience with SharePoint or a similar document management or intranet system; and
- Proven experience in implementing change management and business improvement.

The Defence Strategy Management portfolio drives an integrated, aligned and high performing NZDF to deliver military effect for the security of NZ. This includes:

- Coordinating the development and implementation of the organisational strategy;
- Managing Strategic Programmes;
- Developing the NZDF plan;
- Reporting on performance against the strategy and plans;
- Leading best practice in strategic and enterprise risk management;
- Providing advice to the Chief of Defence Force and other senior leaders on pan-NZDF issues;
- Strategic portfolio definition and prioritisation;
- Governance advice and support for the Board and other governance committees;
- Driving a culture of continuous improvement;
- Evaluating future environments in order to inform future force decisions; and
- Management of Defence Doctrine.

- most preferably a NZ citizen who has resided continuously in this country for the last 10 years, OR
- is a citizen of, and/or has resided continuously in one or more of the following countries for the last 10 years: either Australia, Canada, NZ, UK or the USA; and has a background history that is verifiable and can be assessed as appropriate by the NZSIS towards a recommendation of suitability for a security clearance at a higher level.
