Senior Advisor Regulatory Strategy

Mō te tūnga | About the role
The purpose of Te Tari Pūreke, Firearms Safety Authority business unit is to enable New Zealand to be a world leader in arms safety through an effective regulatory and administrative approach to the Arms Act and Arms Regulations.
Te Tari Pūreke has been established to lead, operate, and develop investment in modernisation of the firearms system. This will result in a more efficient and effective risk-based licensing system, introduction of comprehensive performance indicators, and shall improve public confidence in the firearms licensing system. The modernisation of the Arms Regulatory System will take every opportunity to prevent harm through transparent, high quality, consistent, legislatively correct, and effective regulatory activities, administration, education, and promotion of compliance with the provisions of the Arms Act and Arms Regulations.

The Senior Advisor Regulatory Strategy role will support the development of the Regulatory strategy, ensuring it is frequently reviewed to ensure it reflects the evolutionary journey of the Regulator, the progress that is made and ensuring dependencies and emerging trends are proactively identified and managed. The position will also support integrated business planning practices across the Regulator, covering the key activities we undertake to operationalise strategy and lead reporting requirements.

**Takohanga Matua | Key Accountabilities**:

- Support the development and reviews of the Regulatory strategy
- Ensure clear linkages between vision, strategic priorities and work programmes and plans.
- Work with each function within the unit to elicit strategic challenges and opportunities, environmental conditions
- Support the Principal Advisor to conduct environmental scans to anticipate impacts on the Regulator, the overarching Firearms system and firearms safety, particularly with reference to new capability and international trends
- Work in collaboration with the Firearms system performance team on the overall system performance measures and trends to elicit strategic challenges and opportunities.
- Develop plans and approaches to give effect to regulatory strategy programmes of change - including providing advice on priorities
- Provide direction and support for the operational delivery of Regulatory Strategy across the business unit
- Ensure the key concepts of Māori responsiveness, policing excellence, and prevention first are adhered to in all projects and initiatives.
- Recommend, contribute to and maintain best practice regulatory tools, frameworks and systems.
- Support the Principal Advisor, Regulatory Strategy to drive the agenda on regulatory policy and regulation interventions, through drafting of appropriate scope, discussion, noting topics and other papers to the Leadership team, be a highly effective regulator and improves firearms safety
- Contribute to the collation, researching and business analysis of information that supports the quarterly and annual reporting cycle
- Present and communicate advice clearly and concisely, including preparing high quality reports and presentations that meet the needs of the audience

**Qualifications / Requirements**:
Relevant tertiary qualification, or equivalent experience preferred
