Chief Adviser

Auckland, Auckland, New Zealand New Zealand Government Full time
Chief Adviser - Auckland City, New Zealand - New Zealand Government DescriptionChief Adviser, Water - 12 month fixed term contract
  • Are you curious about the three Waters reform, and how the new water services entities will be regulated as owners of critical infrastructure?
  • Are you seen as a leader in the Water sector with a deep understanding of service delivery and asset management?
  • Do you have Te Ao Māori expertise in water to help us give effect to Te Tiriti o Waitangi?
  • We are looking for a Chief Adviser to join our new Water Team to help establish our brandnew regulatory function for water infrastructure.
Ko mātou tēnei | Who we are

Te Komihana Tauhokohoko | The Commerce Commission is Aotearoa New Zealand's competition, fair trading, consumer credit and economic regulatory agency.

Our mission is to make New Zealanders better off by ensuring our markets work well and consumers and businesses are confident participants in those markets.

The Commission is going through an exciting period of growth, driven by increases in its functions, duties and powers and as a Crown entity, and we are focused on improving how we give effect to the Crown's responsibilities under Te Tiriti o Waitangi.

As part of the Government's three Waters reforms, water infrastructure assets across the motu are being merged into four new 'water services entities' that are expected to be operational from mid-2024.

As part of those reforms, the Commission has been given powers to review and provide comment on the asset management and funding and pricing plans for these new entities.

We are keen to find the right mix of people with the capability and passion for this mahi so we can be a champion of efficient and effective progress in the water sector.

Mō te tūranga | About the role

It's an exciting time to join the Commission as we begin to build our capacity to deliver on this reform work, including understanding the role of Mana o te Wai and how to give effect to Te Tiriti o Waitangi.

There is also legislation before parliament that gives the Commission further powers in the form of economic regulation and consumer protection, similar to the work we do with other essential infrastructure.

You will play a leadership role in our Water team and help shape how we undertake our work plan.

Our Chief Advisers often tackle the most important issues, and work closely with analysts to ensure our work considers the wider context and delivers on the Commission's priorities.

You will form part of a dedicated, collaborative and hardworking team and help guide them as they undertake the review of the Asset Management and Funding and Pricing Plans for the new water services entities and provide internal analysis and insights to help build our expertise in the Water sector.

This is a 12 month fixed term role based in either our Te Whanganui-a-Tara (Wellington) or Tāmaki Makaurau (Auckland) office.

He kōrero mōu | About you

We are looking for someone with:
  • deep understanding of the role of asset management and service delivery and how that can help deliver on the reforms in the Water sector
- natural leadership as well as team player abilities developed in a multi-disciplinary environment
- strategic experience in creation of analysis for a range of audiences, internal and external
- proven project management experience, and track record of delivering
- the ability to think strategically, and to manage and prioritise a portfolio of work
- an in-built drive to get things done
- the ability to use different information and data sources to draw insights and conclusions
- well-developed relationship management skills, including a range of external stakeholders
  • Knowledge of Te Ao Māori and Te Tiriti o Waitangi
A university degree in a relevant field (e.g. engineering, law, economics, commerce, science, or statistics) and relevant work experience in the water sector is essential

Above all, we are seeking a smart and curious individual who has a keen interest in infrastructure regulation, consumer protection, a keen interest in understanding how markets function, and someone who is committed to public service and working in the interests of New Zealanders.

We're friendly and collaborative and enjoy contributing to our shared vision of making New Zealanders better off. Career growth and development is not only supported and encouraged, it's a part of everyday life here.

We also offer a range of benefits to show that we'll value your mahi, including generous leave entitlements, study support, a range of wellness initiatives and competitive remuneration.

We are committed to our people's wellbeing. Any support needed is freely given, providing the opportunity for everyone to thrive.

Our flexible working options are key to supporting that goal and our people have the technology they need to make it happen.

We even offer a contribution to working from home set up costs. Our environment is inclusive, and our people know they are free to be their authentic selves at work and structure the way they work to suit the
