We are currently looking for a permanent Principal Advisor to join the Constitutional Arrangements and Treaty team and a fixed-term Principal Advisor to join the Courts System Policy team (through to approximately Feburary 2025).

The successful candidate will demonstrate :
Relationship skills Strong skills in engaging diverse internal and external stakeholders, and incorporating their perspectives
Leadership skills Experience in leading others in significant policy projects, and applying a coaching approach to enhance the capability of advisors and senior advisors
Advisory skills Extensive knowledge of machinery of government and public policy, and the ability to anticipate risks and test analyses
Communication skills Excellent written and oral communication skills in particular, the ability to present complex issues in an accessible way, and ask questions to improve understanding

Te Tiriti o Waitangi knowledge Experience in working with iwi, hapu and whanau, designing, applying, and advising on te Tiriti-based frameworks for policy.

Constitutional Arrangements and Treaty Team (permanent position)At Te Tāhū o te Ture - the Ministry of Justice, we're committed to working together for a fair and safe Aotearoa.

We provide advice to Ministers that promotes and protects the human rights of all people in Aotearoa New Zealand, so that diversity is valued, and human dignity and rights are respected.

The Constitutional Arrangements and Treaty team was formally established in February 2024 and is responsible for our constitutional arrangements related to the foundations and powers of the state (e.
g.
the Constitution Act 1986).

The team has an important strategic role contributing to the development of constitutional law and policy in a way that reflects te Tiriti o Waitangi.

Other emerging issues include considering future developments in our constitutional arrangements (e.g.
republicanism and executive government) and how we manage constitutional change.
The team also has a strong emphasis on developing and implementing the national action against racism.
The Constitutional Arrangements and Treaty team is part of the Ministry's Civil & Constitutional Policy Unit.

Courts System Policy Team (fixed-term position)The Courts System Policy team provides policy advice that supports the effective and efficient operation of our courts and coronial systems.

This includes advising on key constitutional principles, such as judicial independence, procedural fairness, and open justice.
It also involves working closely with operational colleagues, the judiciary, legal profession and other stakeholders.

If you are interested in improving the experience for people that use our courts and ensuring stronger access to justice, then this is the role for you.

As a principal policy advisor, you will bring deep policy experience to fulfil key leadership roles within the team.

Further, you will be responsible for supporting capability, providing authoritative advice, and leading programmes of work on complex and sensitive issues.

To be successful in this role you will be experienced in :

planning and delivery of complex and fast-moving policy projects with multiple workstreams and deliverables
reviewing and developing complex legislation, including undertaking consultation with agencies and other stakeholders with diverse views

supporting managers and project teams with critical thinking, analysis and planning, as well as the coaching of advisors Experience with the Parliamentary legislative process is also highly desirable.

The Courts System Policy team is part of the Ministry's Courts and Justice Services Policy Unit.

Utu ā-tau / Salary The appointing salary for the Principal Advisor role will be between $128,129 and $179,192, based on skills and experience.
