The Assurance Audit and Risk function have a range of team members across multiple disciplines including audit, investigations and risk management working in a dynamic environment adapting to support the business to improve and deliver value.

This is a team where we all pitch in to support each other in delivering services across Internal Audit, Provider Audit, Certification Audit, Health Payment Integrity Audit, and Risk Management services in Te Whatu Ora at a national level.


Reporting to the team leader in Christchurch and one of a team of four, the Senior Investigator conducts fraud and debt investigations and issues-based audits.


The position has a strong focus on investigating complex matters, mentoring and training other investigators, and acting as a Lead Investigator, providing direction and guidance for investigators for serious and complex investigations where a team approach is required.

Acting as a Team Leader when required is also an expectation of the role.

Mōu | About you
You will be a seasoned investigator_,_ ideally CIB trained with a police detective or similar background. You will be well-versed in fraud investigations and understand how to implement education and prevention programmes. Your experience in undertaking criminal prosecutions and presenting cases in court will be key.

You are skilled at interviewing difficult witnesses and suspects, and case management, while maintaining your professional integrity and organisational values to the highest level.

Your verbal and written communication skills, including recording of information from witnesses and suspects, are well-developed, accurate and effective, with the use of plain language whenever possible.

  • At least 10 years' experience in managing complex investigations through to prosecution
  • Strong ability to mentor and train less experienced investigators
  • Extensive knowledge of criminal fraud law and other statutory legislative requirements
  • Established investigation background in a regulatory, compliance, or enforcement environment
  • History of selfdiscipline, and requiring mínimal supervision
  • Ability to identify and prioritise issues that may impact on investigations and audits
  • Responding appropriately with regards to political and sensitive interests
  • Provide meaningful briefings/debrief appropriate to audience
  • Ability to record verbal and written communication to outstanding level
  • Investigative interviewing ability with witnesses and suspects
  • Skilled at informant and stakeholder management
  • Strong communications skills and the ability to promote good relationships
  • Strong analytical ability that ensures quality decision making
  • Strong organisation skills along with the ability to establish priorities and meet deadlines whilst preserving the highest level of accuracy and confidentiality
  • Strong computer literacy with demonstrable working knowledge of Microsoft Word, Excel and Access
  • A high level of professional integrity, selfmotivation, flexibility and responsiveness that can quickly adapt to rapidly changing business priorities
  • Excellent interpersonal, oral and written communication skills and the capacity to manage effective relationships with other staff, external clients and stakeholders
  • Ability to travel within New Zealand on trips of up to three days when required
  • Current, clean drivers licence
