The Pae Ora legislation gives us the mandate and opportunity to create a system of commissioning that has the needs of whānau and communities at its heart.

We are responsible for designing community-based systems of care, agreeing health and wellbeing plans, executing those plans, and monitoring outcomes which then feed into the design process.

We work in partnership with our Te Whatu Ora and Te Aka Whai Ora colleagues to shape system-wide public health services across the motu.


As a Systems Design Manager, you will hold the senior system design and implementation leadership in your life course team, across relevant Te Pae Tata actions.

Whether in a national or regional role, you will work in a collaborative way with other system development colleagues to design and implement new systems of care that are equitable, efficient and improve Māori health equity.

  • Demonstrated experience in leading system and service design and implementation in the particular life course, including seeking lived experience and or whānau voice and aspirations.
  • Can demonstrate system thinking and problem solving that delivers collaborative, equitybased solutions.
  • Experience influencing highly skilled, high performing and engaged professional teams in a multifaceted and demanding environment.
  • Demonstrated experience in the development of high quality and timely strategies and initiatives across a large organisation
  • Experience developing, maintaining, and influencing relationships and partnerships across sectors and organisations including with Māori and Pacific Peoples groups.

This role manages the Te Waipounamu Region made up of Nelson Marlborough, Canterbury, South Canterbury, West Coast and Southern. Ideally, you will be based in one of these locations, but this can be discussed at interview stage.
