The Ministry of Social Development (MSD) is one of New Zealand's largest government departments, providing services to support individuals, families, and communities.

The opportunity

Over the last five years we have been evolving our delivery approach based on agile at scale and we are looking for a talented Technical Product Owners to join us permanently here at Information Systems Technology at the Ministry of Social Development.

As a Technical Product Owner, you will have the opportunity to operate across multiple products, services and contribute to the delivery of strategy.

Opportunities exist across our Client Self-Service and Identity Modernisation teams.

The key elements and responsibilities within the role are

  • Experience leading, growing, and developing a team of technical Business Analysts, Developers and Test Analysts
  • Effective communication style with the ability to build strong working relationships, having built a foundation of trust in our products with internal and external stakeholders
  • Experience in Scrum and agile software development methodologies and tools, with project delivery experience
  • Strong facilitating experience along with participation in planning, with the ability to define and prioritise product backlogs across multiple portfolio streams and competing priorities
  • The ability to influence change using a strategic and planned approach across architecture, service design and process development
  • Experience managing and coordinating the delivery of business value and products from conception to release into production
  • Confidence in identifying risks, trends and areas for improvement, while providing practical advice and solutions to ensure business needs are met within timeframes
  • Experience in delivery of software in large government organisations would be beneficial
  • Provide functional, technical and domain leadership on Digital Systems
  • Execute the product vision, strategy and roadmap, collaboratively with different teams
The illustrated abilities you can bring to the role

  • Confident in making decisions that can impact in providing results, meeting deadlines and budget allocations
  • Experience in negotiating constructive outcomes in complex environments with competing priorities
  • Proven operation management experience of delivery within a large, complex Agile technology environment
  • An excellent eye for detail with the ability to clear written and verbal communication
  • Proven experience working at leadership level
  • Experience with working within a dynamic and fast paced team environment
  • Experience working using different delivery frameworks traditional and agile. Agile is a plus
  • Strong analytical and problemsolving skills, using a flexible approach and demonstrating tolerance for ambiguity
