Ātea a Rangi is the multi-disciplinary business group of the Pou Whakatere, the Deputy Secretary Māori.

Established in 2021, Ātea a Rangi provides strategy and policy advice and leads partnerships with iwi and Māori on key initiatives to progress shared priorities for justice reform.

Ātea a Rangi also supports the Ministry to deliver improved justice outcomes for Māori, and to improve its te ao Māori organisational capabilities.


Mō tēnei tūranga mahi| About the Role


The Manager, Strategy and Policy, primarily focuses on areas of people leadership and development; ensuring the effective and efficient operation of the team; managing relationships with Māori and key stakeholders and maintaining overall ownership of team outputs.

The Manager maintains an oversight across current Māori and policy issues and work in order to ensure quality assurance of Ātea a Rangi Group outputs.

  • The ability to articulate perspectives around te ao Māori and Te Tiriti o Waitangi
  • Demonstrated public policy experience
  • Credibility and mana to influence, build and sustain good relationships with other policy practitioners
  • A track record of integrating and championing Māori perspectives and te ao Māori values in key strategy and policy programmes
  • Experience leading and developing teams in a medium to large organisation
  • Experience in managing planning and reporting processes
  • Experience with the systems of government and meeting the needs of Ministers
