We have an exciting opportunity to join a high performing and well-respected enterprise risk and assurance team as Manager Audit and Assurance.


  • Lead development and implementation of strategically focused, riskbased assurance and internal audit work programmes and reporting frameworks for Waka Kotahi NZTA that is effective and efficient.
  • Develop and grow audit consistence, capability and understanding across the organisation.
  • Leverage the existing risk community of practice for internal audit and investment assurance and enable continuous control environment improvement.
  • Work collaboratively as part of the Risk and Assurance leadership team to plan and implement the Risk and Assurance Strategy to enable Waka Kotahi NZTA to lift the risk management and assurance maturity and practices across Waka Kotahi NZTA.

The team is leading to lift the overall risk and assurance maturity and integrate and strengthen practices across Waka Kotahi NZTA.

The current risk and assurance team, work from six Waka Kotahi NZTA offices across New Zealand and this role brings opportunity to lead in an exciting flexible and hybrid working environment.


Our Manager Audit and Assurance will:

  • Lead and develop the internal audit, assurance and investment assurance function serving all Waka Kotahi NZTA and enabling strategic engagement and uplift of the assurance maturity of Waka Kotahi NZTA and its partners.
  • Develop and lead an effective audit and assurance model and programmes over Waka Kotahi NZTA transport network investments (internally and in Approved Organisations and other partner organisations (e.g., Department of Conservation and NZ Police) and enable best practice and insights to improve practices and value for money outcomes and continuous improvement.
  • Manage resources required to deliver on the internal audit, procedural and technical work programme, and regularly review and adjust the programmes as required.
  • Effectively manage and develop relationships with internal and external assurance partners and key stakeholders, fostering an open and transparent culture which builds the Agency's reputation and delivers value for money and outcomes aligned to Waka Kotahi NZTA strategic objectives.
  • Develop an effective assurance approach over the key control environment for enterprise top risks and key operational risks and performance measures is in place.
  • Manage and lead a high performing team of internal, procedural and technical auditors.

Knowledge and experience:

  • A minimum of 1015 years' experience in leading audit and assurance engagements, including proven experience in managing enterprise or external assurance programmes.
  • Proven ability to develop and implement largescale audit plans, including leading relationships with external or cosourced providers.
  • Ability to think strategically and anticipate risks and issues before they arise.
  • Proven ability to lead and develop a small remote team.
  • Proven ability to engage with and manage stakeholder relationships at an Executive and Governance level.
  • Exceptional verbal and written communication skills.
  • Demonstrated ability to build, lead and leverage relationships across teams and disciplines.
  • Exceptional ability to facilitate, influence and persuade, including connecting the right people together to resolve complex issues.
  • Proven ability to adapt to complex, dynamic operating environments while meeting or exceeding stakeholders' expectations regarding quality and timeliness of deliverables.
  • Excellent capability and understanding of leading internal audit tools and systems.
  • A growth mindset with an appetite to drive change and continuous improvement.
  • Excellent facilitation skills with the ability to translate complex information to drive value for stakeholders.
  • Ability to think strategically and develop an agile risk based programme that responds to global, sector and internal risks and issues.
  • Proven ability to build relationships and engage with broad stakeholder groups, both internal and external and including at strategic senior manager, Executive and Governance level and external assurance agencies.
