The Opportunity | Te āheinga
Join NPDC's Delivery & Enablement Group as our Procurement and Contract Lead in a full-time, permanent role. This is your chance to play a pivotal part in shaping how NPDC delivers value to our community through effective procurement and contract management.
In this role, you'll provide expert advice, mentoring and hands-on support across the full procurement lifecycle - from market analysis and strategic sourcing to tender management, contract negotiations and supplier relationship management. You'll lead initiatives that ensure NPDC's procurement approach is efficient, compliant and focused on delivering innovative, cost-effective solutions.

Key Responsibilities | Ngā haepapa matua
Health & Safety
Ensure a safe work environment and compliance with NPDC health and safety procedures.
Promote awareness of critical risks, mitigations and continuous improvement in HSW performance.
People Leadership
Model NPDC values, foster collaboration, and create an inclusive, high-performing culture.
Set clear direction and accountabilities, monitor performance and support development.
Manage the full HR lifecycle for direct reports, ensuring compliance with legislation.
Role Specific
Lead procurement planning, tendering and contract administration to deliver value for money.
Coordinate and manage multiple projects, prioritising work requests and deadlines.
Build strong stakeholder relationships and promote early procurement involvement.
Quality Assurance
Ensure contractual compliance with policy, legal and regulatory requirements.
Drive continuous improvement and oversee procurement and contract risk management.
Stakeholder Engagement
Develop and maintain positive relationships with internal teams, iwi, hapū, suppliers and contractors.
Collaborate across NPDC to enable integrated planning and successful project delivery.
Essential Skills and Experience | Ngā pūkenga me ngā wheako
Chartered Institute of Procurement and Supply (CIPS), or significant procurement / commercial experience in construction and services sectors, with a track record of success in strategic procurement, contract negotiation and supplier management
Advanced knowledge of operational sourcing and the practical application of current best practice
Demonstrated experience with procurement planning and developing a wide range of briefs, specifications and commercial documentation across property, construction and operations.
Strategic thinking ability and can effectively communicate and support putting strategy into action.
Strong interpersonal and relationship management skills, with a proven ability to proactively develop effective relationships with internal and external stakeholders.
New Zealand Local government procurement experience
Strong commercial acumen and the ability to effectively identify and manage risks.
Outcome focussed with a proven ability to support a broad range of teams while balancing priorities.
Desirable
Experience working with Kaupapa Māori, competency in Tikanga and a dedication to applying Te Ao Māori lens
Demonstrated experience successfully leading and managing a team in a complex public facing environment with working knowledge of Local Government legislation.
Additional certification in the field of procurement (i.e. CIPS) is desired
