**About the contract**:
Our enterprise size client has been given approval to replace an aging Patient Administration System (PAS) through the Hospital Administration Replacement Project (HARP). HARP is a multi-year complex business change project that will have a significant impact on various areas, considering the PAS is currently the primary administrative solution.

It involves clinical-based changes, particularly in the Emergency Department and surgical services. The replacement of the PAS, along with anticipated functional and process improvements, plays a crucial role in enabling the implementation of new care models. This will contribute to address equity concerns, enhancing digital maturity, and fostering a human-centric & family focused approach within the organization.

**About the role**:
The role of the Change Manager encompasses the development, planning, management, and implementation of change management, communication, and training strategies and plans for the successful delivery of the HARP Project. This includes collaborating with the Business Owners (Clinical and Non-Clinical) and the Senior Programme Manager (HARP) to create a benefit realization plan with appropriate measures and targets. The Change Manager is responsible for delivering a benefit realization framework that achieves the HARP project's business and equity benefits, aligns with company values and makes work easier for staff while benefiting patients.

A crucial aspect of this role is to establish and cultivate change management capability and leadership within the affected business areas and stakeholder groups. Reporting to the Senior Programme Manager (HARP), who leads the change work stream delivery, the Change Manager plays a pivotal role in building, supporting, and maintaining a high-performing HARP project team. They provide guidance, address obstacles, and ensure that the change work stream's program of work is completed on time, within budget, and in scope.

As a key influencer, the Change Manager offers expert advice and support while closely collaborating with the Business Owners (Clinical and Non-Clinical), work stream leads, change leads, and stakeholder groups. Their aim is to maximize end-user adoption, minimize resistance to new technology and systems, and integrate new practices, processes, and ways of working. Managing the needs, expectations, and sometimes competing priorities of diverse and demanding stakeholders requires a comprehensive understanding of the project's interdependencies across work streams and activities.

Additionally, the Change Manager participates in and advises the Consumer Experience Council, liaises with the Employer Relations team, and collaborates with the Business Owners (Clinical and Non-Clinical) on identifying change impacts and achieving desired behavioral and cultural changes, as well as support requirements.
- Tertiary qualification in a relevant discipline (e.g., Business Management, Human Resources, Psychology, Information Technology) or significant proven experience in a similar role.
- Change Management certification (e.g., Prosci, PRINCE2, CMI, APMG, ACMP, or any other change or project management-related certification).
- Minimum of ten years' experience in change management, leading and implementing change delivery, and providing high-quality advice and support in large, complex, multi-year technology transformation projects.
- Demonstrated ability to manage and support change, including effectively implementing cultural changes, new ways of working, business processes, systems, and technology.
- Extensive experience in designing and developing change and engagement strategies, benefit management plans, communication plans, and training strategies for highly complex programs involving diverse stakeholder and end-user groups.
- Deep understanding of effective change principles, methodologies (e.g., Agile), processes, and tools, with the ability to design purpose-built change tools and interventions.
- Strong experience in evaluating change and business impacts, assessing change readiness, and measuring the success of change initiatives.
- Proven track record of increasing organizational capability, fostering ownership, driving buy-in and adoption of change across end users and stakeholder groups, and delivering business and equity benefits.
- Excellent communication skills (oral, written, and presentation) and interpersonal skills, with the ability to facilitate, influence, motivate, collaborate, coach, and mentor individuals at all levels of an organization to align with a common vision or goal.
- Strong problem-solving, judgment, and decision-making capabilities with exceptional attention to detail.
