**He angitūtanga: The opportunity**
Parliament is considering the Local Government (Auckland Council) (Transport) Amendment Bill which seeks to improve the transport system in Auckland by strengthening transport governance and planning arrangements.
Under this bill, a new council-controlled organisation (CCO) will be established with responsibility for public transport. Other transport functions that are currently the responsibility of Auckland Transport will be transferred to Council over a six-month transition period, overseen by an interim board. The timelines set out in the Bill mean that Auckland Council will need to identify board members before the legislation is enacted.
An interim CCO board with three members is sought (a chairperson and two directors). The outcomes sought from the interim board are to:
- ensure the smooth delivery of transport functions during the transition phase,
- oversee the efficient and effective transfer of functions, (staff, assets and contracts) to Auckland Council
- establish the new CCO with a structure and culture that enables the organisation to deliver high quality public transport services for Auckland.
The board will deliver within the parameters set by the relevant legislation and the direction set by Auckland Council as shareholder on behalf of Aucklanders.
**He kōrero mōu: About you**
Auckland Council would like to hear from leaders with the following skills and experiences:
- leading an organisation through periods of significant change
- leadership within public transport or other relevant industry
- successful commercial and financial leadership
- understanding of the Auckland context for transport governance and democratic accountabilities
- experience as chair of significant organisations.
- improving customer experience
- health and safety
- knowledge of tikanga Māori
- climate response.
Directors are expected to act with a public service ethos, have a commitment to collaborate across the council group, demonstrate financial accountability and drive a focus on value for money at board level. You will act with personal integrity and moral leadership with sensible and thorough decision-making. Board members are accountable and responsive to the direction set by council as the shareholder.
Directors will have an understanding of te ao Māori and will seek improved outcomes for Māori.
**O Mātou Kōrero: About Us**
Auckland Council makes appointments to boards in line with the Appointments and Remuneration Policy for Board Members of Council Organisations.
Directors appointed to the interim board may also be appointed to the full board of the Transport CCO for a term of up to three years or may prefer to focus on the six-month transition period only.
This transition is an unusual governance challenge where board members will need to balance the maintenance of operational delivery, while overseeing significant organizational change and establishment of a new organisation.
