We have a fantastic opportunity for a Principal Advisor in our newly established Programme Implementation team. This team sits within the Solutions Design and Implementation group, which is responsible for designing the detailed policy, legislation, funding settings and tools needed to achieve our system priorities.
The Programme Implementation team is intended to support the whole of Te Tūāpapa Kura Kāinga to deliver an integrated organisational portfolio of programmes and projects. It does so by:
- Providing strategic and technical leadership so that the Ministry's programme of policy, legislative, service design and implementation activity is managed in an end-to-end and connected way
- Developing, implementing and embedding relationships, frameworks and processes so that the programme of work is governed and delivered in people-centred, sustainable, and fit-for-purpose way
- Working alongside leaders to identify and manage the resources needed across the programme of work, ensuring we have the right capability and capacity to deliver
- Fostering a community of practice for programme, project and change management, and coaching others across the Ministry to build their capability in this area
We are a new function for HUD, and as Principal Advisor you will work closely with the newly appointed Head of Programme Implementation to design and implement its new operating model, practices, and tools.
You will do this through analysis and interpretation of information and input from key stakeholders, and through the provision of high quality advice and options, having considered the operational implications and practicalities. You will use this to develop advice papers, support senior decision-makers, and to create and execute strategic and tactical business plans and processes.
The role engages with a variety of stakeholders both internally and externally. The work is varied and can include providing Ministers with advice and updates on delivery and implementation of initiatives or key matters of interest, working across teams or government agencies to provide operational teams with direction to deliver on policy intent or leading the response to an issue that requires the input and support from a number of teams.

You will be an experienced public sector professional, with a background in strategy, policy, and/or operational policy and design. You'll be familiar with common programme and project management methodologies, organisational design principles, and ways of delivering work in complex public policy and public sector contexts.
You will have a comprehensive understanding of operating in a government context and an environment where being flexible, adaptable and agile is key. You'll have solid judgement and the nous to see issues and opportunities in the wider context and how they will be applied in an operational environment.
Your proven relationship building and communication skills will enable you to proactively form strong connections with a variety of stakeholders. As a principal you will have led and implemented large scale projects or initiatives.
