**About the opportunity | Ngā whakamārama mō te tūnga**
The investment team works across the sector to influence how funding is invested, providing advice and maintaining oversight around the direction and performance of the transport investment system. The role can be wide, ranging from leading the development of the annual transport budget, developing and managing the Government Policy Statement (GPS) on land transport, or providing advice on specific transport projects and investments.
You will be comfortable working in a numeric environment and ideally have an interest or knowledge of assessment techniques such as cost benefit analysis.
This is a great opportunity to develop your policy or investment experience, play a significant role in cross-agency priority initiatives, and deliver investment and strategic advice to key decision makers.
As a professional in the Investment team, you’ll work on projects that have a real impact on the lives of New Zealanders and speak to your work at Ministers’ meetings and Select Committees.
Key responsibilities may include:
- Develop and maintain a good understanding of the principles and practices relating to transport policy and investment
- Prepare policy and/ or investment advice on transport issues including Cabinet papers and briefs for the relevant Ministers, and comment on papers prepared by other agencies
- Conduct research relevant to transport
- Prepare or contribute to ministerial speeches, media statements and responses to parliamentary questions, and draft replies to ministerial and department correspondence
- Identify and analyse issues and trends, opportunities and problems relating to transport
- Develop policy and investment advice, as far as possible, from conceptual stage through to Cabinet decision and legislation and implementation
- Support the passage of new legislation and its introduction in association with the Legal team.
**What you’ll bring | Te wāhi ki a koe**
You may be a newly qualified graduate or, an up-and-coming adviser with some experience or interest in transport, investment or policy.
**As an adviser (band 14) you will**:
- Understand of the importance of, and have some experience in, building and maintaining effective working relationships.
- Numerical ability - understand and be comfortable working in a numeric environment.
- Writing skills - be able to communicate effectively to diverse audiences.
- Analytical skills - have awareness of analytical frameworks, including both financial and non-financial concepts.
**As an adviser level 1 (band 15) you will bring**:
- Experience in contributing to policy development.
- Experience in writing ministerial correspondence and briefings as well as interpreting legislation.
- Experience in building and maintaining effective working relationships.
- Proficient writing skills, experience and demonstrated capability in successfully communicating effectively to diverse audiences.
- Proficient analytical skills, experience and demonstrated capability in using analytical frameworks, including non-financial concepts.
A relevant tertiary qualification is required.
**Salary range | Whānuitanga Utu ā-Tau**
The base salary for the adviser (band 14) is $70,413 + KiwiSaver
The base salary range for the adviser (band 15) is $79,983 - $88,406 + KiwiSaver
