The Pae Ora legislation gives us the mandate and opportunity to create a system of commissioning that has the needs of whānau and communities at its heart. In this new model, we are not ‘commissioners' holding the power. We are Te Tiriti o Waitangi partners and allies, we are listeners of diverse voices, we are holders of the space for communities and whānau to lead. We are a team of teams who live within and reflect the communities we serve.

We are responsible for designing community-based systems of care, agreeing health and wellbeing plans, executing those plans, and monitoring outcomes which then feed into the design process. We work in partnership with our Te Whatu Ora and Te Aka Whai Ora colleagues to shape system-wide public health services across the motu.

The Group Manager, Localities leads the team (in partnership with Te Aka Whai Ora) responsible for the effective design and implementation of localities. Localities and locality planning are a new feature of the reformed health system and will play an important role in the primary and community healthcare, the wider health system, and in social sector integration. The Pae Ora Act sets out that Te Whatu Ora, in agreement with Te Aka Whai Ora, must determine the geographic area of localities. Before determining a locality, Te Whatu Ora and Te Aka Whai Ora must consult relevant IMPBs and local authorities. Te Whatu Ora must ensure that all of Aotearoa is covered by a locality.

**This role is based in the Northern Region, which is made up of Northland, Waitematā, Auckland and Counties Manukau. You will need to be based in the region with the ability to travel around the region as needed. Your location can be discussed at interview stage.**

- Demonstrated experience in system and service design.
- Demonstrated experience in health service funding and procurement and provider oversight.
- Demonstrated experience in place-based planning and collective impact approaches.
- Demonstrated experience at a leadership level for developing, maintaining and influencing relationships and partnerships across sectors and organisations including with Māori and Pacific Peoples and groups.
- Demonstrated ability to think conceptually and anticipate the impact of decisions on long-term outcomes, including financial outcomes, and develop/recommend responses in consultation with key stakeholders.
- The ability to compellingly communicate complex information and ideas in both oral and written communication to a range of audiences including senior management, Board and Ministers.
