Programme Manager responsible for leading, shaping, prioritising and delivering on the strategic Water Infrastructure Programme.
Permanant Position supported by the Assest Managment Group that adapts and responds to the Departments needs.

The Programme Manager leads the Water Infrastructure Programme with a strategic focus on achieving key outcomes through effective governance and leadership. The Waters Infrastructure Programme is progressively repairing, replacing and upgrading three waters networks at prison sites to make sure they are future proofed and comply with the recent changes to water regulations. Like much of the country, our water assets are ageing and now need urgent intervention to ensure they continue to be safe, reliable, and resilient for the future. Our staff and people under our care rely on these systems for fresh, clean and healthy drinking water, sanitary wastewater management, agriculture and industry, and site resiliency through the reliable disposal of storm water. We maintain one of the largest networks of wastewater, storm water, and drinking water assets in the country, across all our prison sites. However, unlike local councils, ours are scattered across the motu, giving each area unique needs. These challenges require a coordinated effort to meet the challenges of future water demands, a changing climate, and resiliency against natural disasters.
As the Programme Manager you will oversee a dedicated team of Project Leads and Managers, ensuring each workstream meets its objectives and contractual obligations. Building a collaborative and success-driven environment, you will create strong relationships with internal and external stakeholders, including Iwi and Hapū, to ensure alignment and communication throughout the programme. You will be responsible for procurement, quality assurance, and financial oversight, implementing robust controls and reporting mechanisms to track milestones, manage changes, and address risks proactively. Your role will includes developing and maintaining the external Business Case, ensuring comprehensive management and delivery of the programme's objectives.

** To be successful for the role you will bring**:
Compelling understanding of waters infrastructure and water services, experience working on relevant programmes of work
Demonstrated knowledge of the formal processes for managing substantial programmes of work that include both significant organisational change, investigations and construction elements, from programme design through to implementation.
Critical judgement, with the ability to prioritise across completing objectives.
Proven ability to analyse complicated issues and situations systematically to develop practical recommendations and robust strategies to address issues.
Sound knowledge of best practice project management and techniques that support effective project planning and management
Strong written and oral communication skills and ability to communicate complex concepts to a range of stakeholders.
Proven ability to build highly effective relationships with a wide range of internal and external stakeholders, including functional relationships with technical experts from a range of disciplines
Utu ā-tau | Salary
The midpoint of the salary range is $160,813 per annum and the full range (85%-120%) is $136,692 - $192,976 per annum. Appointment and remuneration will reflect skills and experience relevant to the role.
