We are looking for an experienced, effective people manager with the knowledge and expertise to lead our System Performance Monitoring team.
You will have experience with the use and management of data, and be an excellent strategic thinker.
The Strategy, Finance & Performance puni provides strategic direction, and monitors organisational performance internally and externally.

The System Performance Monitoring Team, provide public sector agencies with assurance of their progress towards improving Māori wellbeing, identify and report on the overall state of wellbeing for Māori through leading the development of indicators and measures, monitor how well the public system performs as a system for Māori citizens, whānau, and communities. Provide advice and critical insight into where and how public sector efforts can increase Māori wellbeing, track gains achieved by public sector efforts for Māori across government priorities, use a variety of approaches to monitor the effectiveness for Māori of public sector priority policies, processes and services. Influence system change in public sector policies, services, and programmes to improve Māori wellbeing outcomes.
Te Whiwhinga Mahi | The opportunity
You will be responsible for leadership of the team and take accountability for:
- System Performance Monitoring
- Management and oversight of each department and agency that provides services to Māori, and ensure the adequacy of those services
- The management and continuous improvement of the System Performance Monitoring and management framework
You will ensure delivery of quality advice to the the Secretary for Māori Development, the ultimate owner of Te Puni Kōkiri strategy, and to Te Puni Kōkiri Ministers. The mahi ensures that Policy and Strategy focussed initiatives are well-aligned to Te Puni Kōkiri strategic framework. The team supports strong planning processes through annual and quarterly planning and reporting and projects Te Puni Kōkiri achievements and fulfils accountability requirements through annual reporting to Parliament and Select Committee appearances.
Ko wai koe | About you
You are a strong strategic thinker, a good planner, ambitious. You have a reputation for operating autonomously, considering the wider strategic value of processes and work programmes, and providing relevant insights as you lead your team to achieve success.
- Previous experience working within a Strategy group in Government and have operated in an inter-agency environment
- Previous success in leading and building a high performing team, including creating and managing robust processes and systems
- Experience developing, drafting, and reviewing complex strategic analysis for Executives and Ministers
- Experience in guiding and facilitating strategic planning and reporting activities in a medium to large organisation
- Experience working with business planning cycles.
- Extensive working knowledge of a broad range of processes related to operating within the public sector and government
- A degree or accreditation in a related professional discipline such as strategic planning, risk management, business management, business performance evaluation or quality management
- Excellent communication skills - highly developed skills of persuasion and influence
- Knowledge of the machinery of government and government processes and the capacity to transfer this knowledge to others at some distance from the national government centre
- Comfort in operating under Tikanga / Kaupapa Māori - a degree of fluency in Te Reo Māori would be an added advantage
- a relational driven approach, with proven ability to build strong relationships that support a consultative approach
Most importantly you will demonstrate excellent judgement and direction in an environment that is often ambiguous and complex.
