Kōrero mō te tūranga - About the Role
As part of Fisheries NZ's commitment to strengthening our partnership with Māori, a new Fisheries and Aquaculture Treaty Partnerships Directorate has been formed. As Manager Treaty Analysis and Capability you will join the growing team to build our cultural and engagement capability, so all our practices embody Treaty principles, Mātauranga Māori and protect Māori rights and interests.
As the Manager Treaty Analysis and Capability, you will lead the Treaty Analysis and Capability team at a pivotal time as we build the capability of Fisheries New Zealand to discharge its Treaty of Waitangi obligations consistent with Treaty Settlement agreements and the directions of government and the MPI strategic plan. You will be instrumental to the strategic and operational leadership of the Treaty Analysis and Capability function and will lead the team responsible for the development of strategies, plans, programmes and regulatory responses, and will lead Fisheries New Zealand input into Treaty settlement negotiations.

**Your core responsibilities in this role would include**:

- Team management and delivery of best value for money through financial and resource management.
- Support and accountability for team engagement, including building engagement activities into team processes and activities
- Delivering robust analysis on the effects of Crown policy and management proposals on Māori rights and interests secured by the Treaty of Waitangi
- Lead the development of advice to the Minister and MPI on policies to recognise and provide for Māori rights and interests in fisheries
- Engaging and collaborating within Fisheries NZ and with business stakeholders across MPI to support the delivery of high-quality outcomes, promoting FNZ to internal and external stakeholders.
- Build our cultural and engagement capability, so all our practices embody Treaty principles, Mātauranga Māori and protect Māori rights and interests

The ability to understand the perspectives of Māori in relation to being a partner of the Crown will be critical in building trusted and credible relationships with Treaty Partners and stakeholders. In order to deliver the high-quality outcomes required of this position, it will be essential to build collaborative relationships and establish credibility with Māori, sector stakeholders, and other New Zealand Government agencies, service providers, and other interested parties.

**We are looking for someone who has**:

- Strong people management skills
- Strong leadership skills and the proven ability to build successful and credible relationships with direct and indirect reports that have diverse technical skill sets and communication styles - especially with Māori.
- Confidence in managing relationships with difficult stakeholders
- Advanced written and verbal communication skills and the ability to effectively communicate the perspectives of Māori to a variety of audiences.
- Demonstrated financial planning and budget management skills.
- A proven track record of supporting capability uplift through coaching and mentoring
- Project management skills, including experience in leading projects and achieving effective outcomes in situations where there are diverse interests.
