Purpose of jobThis position is responsible for structuring and establishing period/term contracts for facilities management and construction services to keep A*STAR infrastructure operating optimally to support A*STAR's strategic goals.Key Accountabilities1.
Tender: Manage the tender process for multi-year contracts to support facilities management and maintenance of various infrastructure e.g.
ACMV / M&E services, BMS, Gas and Chemical Systems, Security Access Control, Cleaning & Pest Control, Landscaping, General Building services etc.
This entails preparation of tender specifications to evaluation and recommendation, and includes working with facilities operations team to scope the services requires and desired outcomes to structure the tender.2.
Market review: Conduct market sensing to estimate/benchmark the procurement value of each tender, as well as the latest industry practice relating to service levels, performance measures and contracting models to enable A*STAR to secure cost-effective solutions.3.
Contract Management: Document, administer and advise on contractual disputes and matters, including reviewing vendors' performance.4.
Budget Management & Cost Optimization:Budget/cashflow forecasting, managing the approved procurement value of each awarded contract and collaborating with facilities operations team to identify cost optimization opportunities.5.
Stakeholder Management & Implementation: Collaborate with facilities operations team, procurement team, contractors and other stakeholders to achieve value for money.Job Requirements1.
Minimum 5 years of relevant working experience in purchasing role for multi-year facilities management services.
Experience in budgeting and budget management and/or prior roles in facilities management/operations will be an advantage.2.
Self-driven and meticulous individual with active listening skills to gather information, translate into executable solution(s) and anticipate next steps in a fast pace environment3.
Strong commercial acumen and analytical skills to devise contract solutions that are aligned with business needs and market practices4.
Possess strong interpersonal, oral and written communication skills to engage various stakeholders
