They are committed to providing the critical infrastructure and services that powers a thriving, modern city.Job DescriptionHe angituutanga: The opportunityReporting to the Head of Activity Management and Risk (three waters), the Emergency Response Engineer is responsible for championing, driving, and building emergency preparedness and coordination of emergency response during significant emergency events, with a specific focus on development and continuous improvement for the three waters networks including emergency management response and recovery plans.The position will consider activity risk and have a focus on continual improvement and operational readiness through process mapping, systems documentation, and risk assessment that is integrated with activity management planning.
The role will ensure systems, business processes, and asset and non-asset interventions are developed to manage and report information in a manner that contributes to sound decision-making and business improvement.Some of the key outcomes for this role include:Provide advice and education on three waters emergency preparedness to the wider unit and organisational emergency management team.Operational contingency and emergency management plans, business continuity plans, and disaster recovery plans for the three waters activities are developed and maintained with a high level of awareness and competency amongst staff.Representation in regional emergency management and Lifeline Utility forums representing Hamilton City Council as an expert in emergency management.Ongoing research into hazards and risks that could impact on the three waters services provided by Hamilton Council and updates to relevant emergency management documentation to respond to any new or changed risk or hazard.Lead and coordinate the preparation of plans that outline operating procedures to be used in response to disasters or emergencies.Own the Three Waters unit emergency response manual.Regular review and update of, in conjunction with wider three waters teams, emergency response and contingency plans.
Develop disaster and emergency simulations and exercises to test operational plans.Coordinate or support disaster response or crisis management activities as required and provide general guidance and support during emergency events.Regular review and updates of documentation.
Take a lead role in event debrief and review exercises following emergency events, in conjunction with the relevant three waters and Hamilton City Council Teams.
Coordinate the business processes for the review and update of quality emergency management documentation and business continuity plans, including Standard Operating Procedures (SOPs), Functional Descriptions (FDs), and risk plans and assessments.Maintain a register of trained and experienced emergency management team members that can provide support with management of Three Waters emergency events.In conjunction with Activity Lifecycle Engineers and operational three waters staff, identify relevant asset and non-asset risk and hazard mitigations that are necessary for improved resilience, emergency response, and recovery that require funding and inclusion in activity management plans.Develop, implement, and coordinate the schedule for emergency management competency training.QualificationsOo puumanawa me oo wheako | Your skills and experienceTertiary degree in Engineering/Science or Management.Minimum of 10 years technical experience in the water industry, with at least 3 years' experience in business process analysis and risk management.An expert and extensive experience in emergency management being able to represent views at industry forums.Sound understanding and practical experience operating under emergency response protocols.Previous experience operating in a processing or utility environment – e.g., water and/or wastewater, mining, food process, or manufacturing.Experience with the development or maintenance of an ISO quality management system ISO9000, 14000, or 20000.Problem-solving skills required with a high level of expertise in coordination and integrating technical information into business and corporate systems to support HCC strategy.Familiarity with operating to CIMS v3 and possession of a CIMS 4 (NZQA US 29553, 29554) qualification.
