Our government client is looking for a Senior Commercial and Contracts Manager.

Reporting to the Principal Commercial and Contract Manager, this position leads the management of ICT vendors such as Vodafone and Microsoft with the purpose of deriving the commercial and economic performance from our contracts with suppliers.

The Senior Commercial and Contract Manager takes responsibility for contracts that have been identified for specialist management attention. They will manage ICT suppliers through the supplier life cycle from contract negotiation to contract end. Monitoring performance, costs and contract compliance. With a focus on improving supplier performance, value for money and deriving savings.

The role will integrate strategic and hands-on management of the ICT contract management activities, underpinned by a sophisticated understanding of the current and future spend.

**The Senior Commercial and Contract Manager will**:

- Measure vendor performance
- Actively manage the economics of supply arrangements
- Drive savings through rationalisation and optimisation of those arrangements

**Personal specifications**
- In depth knowledge and 5+ years’ experience in commercial contract management
- Demonstrated experience in ICT commercial contract management
- Ability to develop detailed agreements, contracts, statements of work and other contractual documentation
- Capability to analyse, review and critique proposed statements of work and other contractual documentation to identify compliance, completeness and accuracy issues
- Demonstrated ability to work with vendors and internal stakeholders to gain best outcomes
- A working knowledge of the legal frameworks in which the contract resides
- Negotiation skills experience
- Coaching and mentoring experience
- Ability to quickly establish and build strong working relationships and develop trust, credibility, buy-in and collaboration with managers, staff, vendors and other stakeholders
- Proven ability to develop trust and credibility with senior managers
- Excellent communication skills - both verbal and written particularly business writing and reporting

**Key Accountabilities**:

- Lead ICT commercial negotiations in relation to new initiatives with vendors and also variations to existing arrangements
- Deploys highly developed commercial skills to identify external partners, engaging with
- professionals in other related disciplines (e.g., procurement specialists, lawyers) as appropriate. Is responsible for defining commercial
- Communications, and the management and maintenance of the relationship between the organisation and the supplier
- Leads commercial assistance in ICT Procurement activities including contract negotiations, contract variations, and contract reviews
- Work with the Principal Commercial and Contract Manager to develops plans in line with policy for accounting and budgeting and where applicable the charging of ICT resources and services. This includes the definition of cost models and charging models
- Takes guidance from and provides input into technology strategies and architectural roadmaps in collaboration with the Technology, Strategy and Architecture unit
- Ensures negotiations with vendors delivers value for money.
- Provide mentorship to the junior members of the team
- Conducts annual formal supplier performance reviews
- Negotiates and resolves contractual issues, including failure to meet contractual obligations
- Build and maintain effective relationships and partnerships with internal and external stakeholders, as necessary, in order to identify and share best practice information and to promote the Ministry, its products and services
