Mō te tūnga | About the role
The Urban Development Enablement team works to develop and implement legislation or regulatory tools to help overcome barriers to high quality urban development and housing supply. We're focused on barriers to urban development both at a national and local level. We're responsible for a range of areas and programmes including the National Policy Statement on Urban Development, the Medium Density Residential Standards, the Infrastructure Funding and Financing Act, the Urban Development Act, and urban development direction in the National Planning Framework.
The Tenancy and Tenures Team lead policy advice and legislation for rental housing, housing quality, and unit titles. We are focused on ensuring we strike the right balance in our approach to regulations while supporting whānau to have safe, healthy, affordable homes with secure tenure. The work you could be doing includes the regulation of residential property managers, work on housing quality standards and a range of broader rental market issues.
Our Senior Policy Advisors get the opportunity to develop their policy craft and leaderships skills in a supportive environment, leading policy projects, mentoring and coaching others, as well as engaging across HUD and with other agencies.''
The role is in the Solutions Design and Implementation group, which designs the detailed policy, legislation and funding settings and tools needed to achieve our system priorities. Where HUD has an implementation role, the group will also be responsible for this, including setting up any new functions required.
This group also maintains and reviews legislation, regulation and settings for specific tools and products. A wide variety of work is undertaken across the Policy and Legislation Design teams within SDI. This ranges from policy on first home products, public housing and rental markets through to work on legislative and regulatory tools, and advice on funding, tools and interventions to help overcome barriers to high quality urban development and housing supply. The salary for these roles is $98,700 -$120,600 plus 3% Kiwisaver contribution.

As a policy professional you will be a critical thinker able to work on a range of complex and challenging issues and develop robust policy advice through a system wide lens. You should be comfortable leading policy work that achieves real tangible outcomes, under urgency, on often complex matters. You will be a confident communicator with experience working across agencies and with a range of stakeholders, senior leaders and Ministers.'

**To succeed in this role, you will have**: '
- Strong policy foundations, including excellent written and analytical skills and the ability to see the big picture'
- Experience in building strong relationships with key agencies and external stakeholders'
- A proactive approach, and experience leading large and/or complex policy projects'
- Experience (and a high degree of comfort) dealing with ambiguity and changing context'
- Proven ability to communicate with influence'
- Ability to interpret evidence, quickly assimilate new information or areas of work and understand unfamiliar and complex issues.'
- A relevant tertiary qualification.'
