**Te whiwhinga mahi | The Opportunity**

The primary purpose of this role is to revise existing delegations and implement revised delegations for Te Whatu Ora. This includes:

- Analysis of current state
- Understanding what the barriers are to timely decision-making
- Developing principles and frameworks to support the rollout of
- Engaging with affected parties, including with executive and senior leadership teams across the organisation, to support delivering decision-making delegations and architecture in practice
- Engaging in continuous improvement of decision delegations and architecture across TE Whatu Ora
- Streamlining processes that improve the speed of decision-making processes, unblock overly burdensome delegation authorities, and escalate issues that hinder effective decision making across Te Whatu Ora.

**Mōu | About you**

You will undertake an analysis of existing decision HR delegation authorities and identy bottlenecks or barriers likely to be causal for slowing decision-making across the organisation, and areas for improvement. Be able to manage a process across diverse stakeholders, informed by decision-making science and earned autonomy theory, to develop a Te Whatu Ora approach to decision making delegations and architecture.

Work autonomously across Te Whatu Ora business units with senior Tier 2, 3 and 4 leaders to support pragmatic implementation of our decision architecture and delegations approaches.

Provide technical analysis and advice relating to data and digital's commercial agreements, in a developing range of formats for a range of audiences and purposes. Where relevant, this includes a systems view of the work responsible for, to understand the broad connections and impact of the work being undertaken.

Collaborate with staff and stakeholders to identify synergies and develop joint advice on policy, and programmes as agreed.

- Experience in delegations design, including delegation theory.
- Experience in successfully implementing delegation's frameworks across large organisations.
- Proven ability to effectively engage, listen and confidently respond to diverse stakeholders and in finding pathways forward through complex arrangements and diversity of thought.
- Has project in planning and implementing the delivery of an organisational strategy or approach across a large business.
- Proficiency in MS Excel for analysis and reporting and MS Word.
- Analytical and technical skills, including the ability to collect, assimilate, and summarise raw data in a systematic way to build a useful dataset for analysis.
- Effective oral and written communication skills for a variety of audiences, and ability to produce high quality commercial documentation clearly, articulately, and succinctly. Technical writing, oral and presentation skills to communicate clearly and concisely in a range of formats, to suit a range of audiences (technical and non-technical).
