Mō tō mātou Rōpū - About the Team
The Intelligence, Information and Analytics (IIA) group provides intelligence support to Biosecurity New Zealand (BNZ) and the wider Ministry for Primary Industries (MPI) to enable greater clarity, strategic direction, and prioritisation of tasks. IIA is comprised of the Biosecurity Intelligence (BSI), Primary Industries Intelligence (PII), and Operational Intelligence (OPINTEL) teams.
This Lead Intelligence Analyst role is within the Biosecurity Intelligence (BSI) team. We are a multi-disciplinary team of intelligence professionals, scientists, and data experts who work together to produce intelligence for busy operational and strategic decision-makers in BNZ and the wider intelligence community. BSI provides forward-looking assessment, early warning, and predictive analysis of changes in the global biosecurity environment and potential future threats to Aotearoa New Zealand's biosecurity system. This is done by monitoring and forecasting change to the drivers of the global spread of pests and diseases.
Primary Industries Intelligence (PII) works across the breadth of MPI with a particular focus on operational and strategic intelligence in the areas of international fisheries, trade, and food safety. Operational Intelligence (OPINTEL) is newly established and focuses on supporting operational decision-makers and readiness across MPI.

Kōrero mō te Tūranga - About the Role
BSI's Lead Intelligence Analyst brings substantial intelligence analytic experience to the conduct and coaching of complex or challenging analysis. They exemplify and advance the practice of biosecurity intelligence, to deliver expert intelligence analysis, integrate big data, and engage across the biosecurity system and intelligence community.
The Lead Intelligence Analyst works across all parts of the team's work programme and are part of the BSI leadership team, alongside the Team Manager and two Team Leaders. They are expected to lead BSI's most complex intelligence projects and work to support analysts' technical development, as well as ensuring the team's methodology and processes are fit-for-purpose.
The Lead Intelligence Analyst is expected to establish and maintain a range of internal and external networks. This includes working with the Principal Adviser Intelligence and other Lead Intelligence Analysts to advance MPI's intelligence practice, as well as establishing relationships with key customers. They are also expected to effectively engage with other government agencies within New Zealand and abroad.

You will have experience in developing and managing positive relationships with internal and external partners and stakeholders across various specialist areas. A proven track record in contributing to high-quality outcomes for decision-makers is essential, and experience working in multi-disciplinary and inter-agency environments is also highly desirable.

- most preferably a New Zealand citizen who has resided continuously in New Zealand for at least the last fifteen(15) years, OR
- is a citizen of, and/or has resided continuously in one or more of the following countries for the last fifteen(15) years: either Australia, Canada, New Zealand, UK or the USA; and has a background history that is verifiable and can be assessed as appropriate by the NZSIS towards a recommendation of suitability for a security clearance at a higher level.
