**About us**

The Transnational Organised Crime (TNOC) Strategy brings together 20 government agencies to tackle TNOC by setting out a framework for a coordinated, whole-of-system approach, and aims to enhance cross-agency coordination, strengthen capability and understanding, and centralise operational priority setting, to make New Zealand ‘the hardest place in the world for organised criminal groups and networks to do business’.

The purpose of the multi-agency TNOC Fusion Centre is to add value by developing strategic insight and foresight, and influence decision making on the strategic prioritisation and coordination of TNOC activities. The role of the TNOC Fusion Centre is to coordinate and strengthen the strategic and evidence-based intelligence approach across the TNOC governance framework and agencies.

**About the role**

The Lead Intelligence Analyst is a 2-year secondment with the new team based at the Fusion Hub in Wellington. It would suit an experienced Intelligence professional wanting to work in a dynamic multi-agency environment and support the development of strategic Intelligence capability across the TNOC agencies.

As a Lead Intelligence Analyst at the TNOC Fusion Centre, you will be an expert in using a range of analytical tools and methods to provide insight and foresight on complex TNOC problems and issues. You will be an experienced written and verbal communicator, familiar in presenting to clients across the multi-agency environment.

As a critical and innovative thinker who is enthusiastic and personable, you will be able to develop high trust and effective cross-agency relationships with the team, member agencies and partner agencies. You will bring a positive mindset to the team and lead collaboration between agencies to achieve shared outcomes.

**Key Accountabilities**
- Produce strategic analyses of the complex TNOC environment and propose potential solutions
- Oversee collection activity aligned to TNOC priorities
- Develop and maintain professional relationships across TNOC agencies.
- Provide technical guidance relating to Intelligence analysis tools and methods, and coach Intelligence staff to develop their tradecraft.
- Provide peer review and quality assurance
- Identify emerging TNOC risks and trends
- Champion diverse worldviews, different perspectives, and the principles of Te Tiriti o Waitangi, identifying opportunities to reflect these in Intelligence products.

**What you’ll bring**

You will bring your agency knowledge and expertise to the team, to create a fusion centre that produces cross-agency strategic intelligence assessments to inform decision-makers at a systems level.
- Extensive experience writing timely, clear, succinct, and useful strategic Intelligence products.
- Extensive experience using a variety of tools and techniques to understand a problem, develop solutions, and effectively influence and inform decision-making.
- Extensive experience presenting complex issues clearly across multi-agency audiences (written and verbal).

**Special Requirements**
- Strategic intelligence experience
- Capable of obtaining and maintaining a National Security clearance at Top-Secret level
- Access to home agency device and information
- Completed the Basic Intelligence Course (BIC) or equivalent
- An understanding of TNOC, key actors, and methodologies is desirable
- Applicants will reside in Wellington
- 2-year availability
