Toi Moana Bay of Plenty Regional Council are looking for two experienced HR practitioners who have a passion for all things HR to join our team on a fixed term basis as Senior Business Partners in our People & Capability team. These roles will provide additional capacity while we increase our service delivery for a fixed period.

These are fantastic opportunities for enthusiastic, motivated, and engaging practitioners who really value the delivery of a great employee experience to join our passionate team of HR professionals working across the region. Both roles are 0.6 FTE and the location of these roles are flexible, being based in either Tauranga or Whakatāne. There is a requirement to regularly work across the region which could include at least 2 days in Whakatane.

**Te āhuatunga a te tūranga | About the role**

The People & Capability (P&C) team form part of our wider People and Leadership group which includes Organisational Development and Governance teams. As a group we thrive on delivering innovative ways of developing organisational and people capability. You will have plenty of opportunity to enable people led actions, in response to data driven insights, so we collectively achieve the strategic direction of the business.

Working closely with the other Senior Business Partners, our People Support and Organisational Development teams, you will partner with a variety of internal business units and/or with external partners, “your portfolio”, developing strong relationships with Executive leaders and their teams.

In People and Leadership, our goal is to “work as one” to deliver our people strategy ‘Rau Tangata, Rau Pukenga’. The Business Partner role is integral in building capability, influencing key decisions, considering change, and enabling us to deliver on our key organisational objectives.

You will use your broad range of HR skills and proven experience to work at both a strategic and operational level as you coach, facilitate and/or guide leaders, to bring our strategic people initiatives to life and build people leadership capability. Practically, given the size of our organisation, you will also enjoy a hands-on approach across the full suite of ‘HR practices’ such as recruitment, performance coaching, ER case management, policy development, workforce planning, project management and remuneration including job sizing.

You will also develop collaborative and supportive relationships with our existing P&C Senior Business Partners to ensure that core business hours and periods of leave are covered across all portfolio groups.

In addition, you will have:

- Demonstrated skills in leadership, relationship building, communication, negotiation, decision making, influencing, coaching, interpersonal and teamwork.
- Proven experience working at a strategic level, with the attitude and flexibility to work operationally.
- Strong proven experience in an HR generalist role with a solid understanding and working knowledge of NZ employment legislation and employment relations.
- The ability to navigate complex people topics, balancing an understanding of risk and “the rules” with doing what’s right for our organisation and the people we are here to support.
- Strong P&C technology and data analytics exposure.
- The ability to plan work effectively and to juggle work priorities simultaneously.
- Professional courage and influence, demonstrating courage to speak up and skilfully influence others to gain buy-in.
- Tertiary qualifications in HR or business-related discipline.
- Experience and enthusiasm with taking a strategic approach to building partnerships and working collaboratively.
- A growing understanding of Te Tiriti o Waitangi and its place within Aotearoa, New Zealand.

As there is the potential for the 12-month role to also business partner with a local iwi (retaining Toi Moana as ‘home employer’), previous experience in navigating Te Ao Māori and implementing a Mātauranga Māori focus with
