He angitūtanga | About the role
The Director, Treaty Negotiations is a pivotal role that takes the lead on Treaty settlements for the Strategy and Policy Group, with Te Arawhiti being a key strategic partner. Your insights and advice will inform the delivery of DOC's overall vision and strategy and how we operate as an effective and honourable Treaty partner. Treaty Settlements are a key ingredient - getting them right for iwi, the Crown and for the conservation system, and then implementing them well, is a priority for DOC.
This is a tier 3 role, leading a unit of 15 and four direct reports. Working collaboratively with the wider Department you will support and shape negotiations with Treaty partners and develop robust advice to Ministers and Cabinet on individual settlements and the overall framework. Working in conjunction with your peers across the group and in key parts of DOC, you will work purposefully to engage and develop authentic relationships between tangata whenua and the Crown and look for opportunities to improve the end-to-end settlements system. This approach will inform our policy work and help guide our work priorities and delivery approach.
You will develop and implement systems and processes to inform and support wider Treaty policy and settlement work at DOC, enabling a culture of continuous improvement and deeper cultural awareness.

He kōrero mōu | What we are looking for
Sophisticated negotiation and relationship management skills are essential, combined with successful experience in building influential networks, both internal and external, including with Ministers and senior officials across Government.
Drawing on your leadership experience, you will connect, inspire, and take people on the journey with you, whilst effectively fostering team wellbeing, cohesion, and a strong delivery focus.
All leaders at DOC are expected to drive change in our journey to become an honourable Treaty partner, and to ensure DOC is developing strong systems and processes, effective governance and management and fiscal responsibility.

As Director, Treaty Negotiations you are expected to demonstrate
- Sound understanding of the impact DOC and the wider public sector/government has on the Māori-Crown relationship, and the obligations of the Crown under the Treaty of Waitangi in own area of work
- A sound understanding of te ao Māori, te reo me nga tikanga Māori
- Prior leadership experience in a large and complex organization, and experience providing advice to Government
- Proven track record of working in partnership with iwi and tangata whenua
- Excellent stakeholder engagement skills, with the capability to influence a range of audiences from Ministers to the New Zealand public
- Political savvy and a keen understanding of the machinery of government
- Willingness to deepen your understanding of te ao Māori, te reo me nga tikanga Māori to model being an honourable Treaty partner

Eligibility to work in New Zealand is mandatory - this includes holding a valid work visa that covers the whole period of employment.
