This team holds three unique and critical functions that will have an immediate and direct impact on both MPI and the Māori primary sector.

This is an opportune time to make a lasting difference for Māori prosperity and economic development, given the recent release of Rautaki mo te Taurikura, the establishment of Deputy Director-General (DDG) Māori, and the exceptional potential of Māori agribusiness.


The three critical functions are:

Responsiveness and Support:
Respond to priority internal and external Treaty and Māori relevant policy requests in a timely and effective manner. They will also provide support to the Office of the Tumuaki Tuarua to carry out their duties with confidence.

This will involve providing sound advice that results in positive decisions aimed at elevating and growing the Māori Primary Sector.


The primary accountabilities for this position are as follows:


  • Provide leadership and promote a culture that fosters connection, focus, lean agility, and informed risk-taking while delivering on obligations to Māori.

Implement the Crown's obligations under Te Tiriti o Waitangi and engage appropriately with Māori.

Support the DDG and collaborate with PTLT as an active member of the Branch and MPI leadership teams, as well as other business/MPI forums, to progress the strategic treaty goals of the branch.

Maintain and develop the ongoing treaty capability of the Branch to deliver excellence in policy, trade, business support, and project management.

Adhere to organisational policies and procedures, such as financial management, recruitment and selection, and health and safety.

Develop effective partnerships with managers and MPI personnel, as well as other government agencies, Māori primary sector leaders, and sectoral stakeholders.

Manage relationships with difficult stakeholders, with sound experience in achieving beneficial outcomes through negotiation and conflict management - especially Māori

Produce and influence robust policy research and analysis that contributes to Māori succeeding as Māori.

Manage specific projects and initiatives within the Policy and Trade branch pertaining to Māori wellbeing and economic growth.

Collaborate with MPI teams to ensure Treaty analysis is conducted.

  • Proven experience in managing and developing staff.
  • A positive attitude and the ability to lead staff and motivate them to perform to the best of their abilities.
  • A demonstrated track record of supporting the implementation of Māori development in an organisation and successfully implementing capability shifts in line with the organisation's vision.
  • A sound understanding of Te Ao Māori.
  • A strong understanding of management policies relating to the Treaty Principles and the Crown's obligations to Māori under Te Tiriti o Waitangi.
  • Excellent understanding of the machinery of government, including experience within government or related organisations.
  • Expertise in providing policy advice to Senior Leadership Teams, Ministers, and stakeholders.
  • Strong stakeholder engagement skills and the ability to relate to a wide range of people.
  • Experience in managing administration, finances, personnel, planning, and other basic functions.
  • Experience in analysing technical issues and making business decisions with financial impact.
  • Appreciation of the Ministry's business environment, its strategic priorities, strengths, and weaknesses.
  • Proven experience in developing and delivering strategies and plans involving groups with multiple, and at times competing interests.
  • Developing networks for information exchange within MPI and across state sectors.

The Strategic Treaty Policy and Treaty Capability team is tasked with providing Branch-wide intellectual leadership in responding to Māori primary sector policy issues and leading strategic direction in the implementation of the strategic plan to align with Māori economic development initiatives.


With the recent establishment of a new framework, a recently published strategy, and the appointment of a DDG Māori to enhance Māori capability across the organisation, MPI is uniquely positioned with significant influence to drive positive change for Māori economic development within the government.


The team will lead large strategic initiatives across the Policy and Trade Branch and the organisation that will impact a wide range of internal stakeholders and Māori primary sector stakeholders.

While this team is strongly policy-driven, the work and outputs of the team are tangible, as evidenced by the recent Rautaki strategy release.
