We are looking for an inspiring and influential policy manager to join our expanding Policy Unit to lead our Tourism and Economic Development Policy Team.
DOC has a vision for Aotearoa, New Zealand to be the greatest living space on Earth. We're responsible for some of the most important issues facing Aotearoa New Zealand: how to look after our unique environment in a way that benefits current and future generations. DOC's roles and responsibilities in relation to this are broad and deep:
- managing a third of New Zealand's land including many places of national significance and a vast network of assets
- managing protected species and undertaking large-and small-scale at place conservation interventions
- regulating activities that impact wildlife, regulating coastal and marine activities
- researching and monitoring of biodiversity trends and interventions
- being a large provider and regulator of tourism and recreation services.
The Policy Unit leads DOC's work across all areas of policy that stand to impact on conservation. This includes general conservation policy (i.e., in respect of biodiversity and the management of public conservation lands and waters), RMA reform, policy in respect of New Zealand's science system, climate change, the marine and freshwater domains, economic development and wider sector policy (e.g. forestry, mining), and the tourism system. We are at the front line of DOC's relationship with Ministers and other agencies and at the forefront of thinking on its big challenges.
Mō te tūnga | About the role
The role of the Tourism and Economic Development team is to advise and provide strategic direction on the outcomes DOC is seeking through the management of visitors and use of public conservation land and waters. As a major draw card for visitors, public conservation land is at the centre of managing the risks and opportunities from international tourism and more nationally focused initiatives. It is critical to the identity, health, and economic wellbeing of local communities, and of particular significance to tangata whenua. A key policy challenge is how to enable important wellbeing outcomes associated with the use of public conservation lands whilst protecting our unique places and the species they contain.
As the manager of our Tourism and Economic Development Policy Team, you will play a critical role in shaping the future of conservation in New Zealand. Working alongside a range of technical experts, you will be responsible for advising on and providing strategic policy direction for the team, and management of visitors and public conservation lands and waters. This includes the complex task of balancing the economic benefits of tourism with the need to protect our unique environment and the species it contains.
Your role will be both to lead and inspire a team to navigate a wide-ranging and complex policy work programme including policy on natural resource use and extraction on conservation land and the Milford Opportunities Project. You will form part of a cooperative leadership team shaping the direction of the Policy Unit overall. Building influential networks, both in and outside of DOC, will be critical to your role, as will assisting the members of your team to do the same.
You will need to be able to coach and develop team members to sharpen their policy thinking and understand and balance the demands and complexities of working within the machinery of government. The quality of your team's advice, particularly to Ministers, will be critical to its success.

To succeed in this role, you will need to be an inspiring leader, capable of navigating a wide-ranging and complex policy work program. You will also need to be an expert at building influential networks, both within and outside of DOC, and be confident working with Ministers and senior officials across government.
Strong cultural awareness, including an understanding of Te Tiriti o Waitangi and Te Ao Māori, and the ability to work for and with tangata whenua - iwi, hapū and whanau - will round off your profile.
