Te Tūāpapa Kura Kāinga - The Ministry of Housing and Urban Development (HUD) leads Aotearoa - New Zealand's housing and urban development work programme.

Mō te tūnga | About the role
Since the inception of HUD in October 2018, significant investment into the housing system has been secured through Government Budget processes, with a large portion allocated to the Crown entities that we monitor. This has resulted in an expanded unit and the establishment of a dedicated team to focus on investment monitoring, particularly of Kāinga Ora - Homes and Communities (Kāinga Ora).
This role reports to the Manager Investment Monitoring in the Crown Entity Performance and Monitoring unit as part of the Organisational Performance group. This group supports HUD to progress the outcomes we are trying to achieve.
With the right attitude, experience and commitment to both long and short term goals, this role is an opportunity to work across the organisation and public sector, to help address one of the most pressing issues facing New Zealand society today.
This is a unique opportunity to be part of a new team to provide high quality investment programme oversight. The focus is on using relationships, information, and analysis to deliver evidence-based advice on investment readiness, delivery progress, and risks. You will also be involved from the ground up when establishing or evolving monitoring approaches for major investment programmes, working with external expertise where needed.
The salary range for this role is $136,146 - $156,401.

**Within the team, the Principal Advisor is responsible for**:

- Leading strong analytical approaches to provide well-rounded, informed advice to Ministers and Cabinet on significant investment decisions.
- Developing a deep relationships with key stakeholders (e.g. Kāinga Ora, The Treasury, Ministers Office), while maintaining the ability to provide independent advice.
- Leading the design and implementation of programme-specific monitoring and reporting frameworks to monitor delivery performance and risk
- Taking a broad perspective across the entities we monitor to contribute to policy and implementation projects, and input in to Government Budget bids, from a monitoring perspective.
- Coaching and educating the broader team on your areas of expertise as part of lifting the overall capability of the team.

We are looking for an experienced professional who has operated in an environment that is continuously evolving, busy and challenging. You will need to be adaptable, flexible and resilient and have a passion for understanding the housing and urban development systems and challenges the Ministry currently operates in.

**Ideally your skills and experience will include**:

- Investment decision making analysis
- Business case review in alignment with public sector investment management system expectations
- Analyse progress against investment objectives at a programme level
- Quickly build rapport and credibility with internal and external stakeholders and maintain strong relationships
- Assimilate new information on unfamiliar, complex issues and present pragmatic pathways forward
- Communicate complex issues to audiences in a simple, clear manner both written and oral, including senior HUD leadership, and Ministers
- Lead projects that require leveraging the capability of team members and providing guidance and coaching to lift the overall capability of team in the medium term
- Provide intellectual leadership by bringing new ideas and knowledge to team discussions and contribute to strategic conversations in the policy area
