Te whiwhinga mahi | The Opportunity
Due to growth, we have 4 opportunities for 6-month contracts.
With the amalgamation of the Manatu Hauora Ministry of Health Commissioning, Procurement and Contract Management team Te Whatu Ora - Health New Zealand, we are on the hunt for people to join our procurement commissioning team; people who can bring fresh approaches and ideas, are highly commercially oriented, are able to demonstrate commercial acumen and thought leadership to support our new environment.
Commissioning is a relatively new concept to procurement in Aotearoa New Zealand and this is a role working in a newly created department within our procurement team. Using your knowledge of Government procurement, you will design and conduct interesting and rewarding commissioning procurement activities within our health system. You will be fully involved in the implementation and execution of the formal procurement commissioning and sourcing strategies and plans - Essentially working the end-to-end procurement process.

**You will**:

- Provide procurement support for the Commissioning Directorate, Te Aka Whai Ora and the Pacific Directorate, to help deliver their goals and values.
- Actively support the development of co-commissioning procurement processes and frameworks
- Influence system change for better outcomes
- Build and maintain key stakeholder and customer relationships with all directorates
- Work with Localities to deliver procurements that deliver local solutions requested and prioritised by their communities
- Develop and execute new and innovative procurement strategies so that commercial and non-commercial values are maximised
- Implement and execute the formal strategies and plans for procurement commissioning and sourcing management for assigned categories
- Identify and deliver sustainable efficient savings by driving improved value and reducing total costs of ownership primarily through commissioning
- Define and monitor procurement commissioning activity to ensure delivery of sustainable value to the procurement function
- Implement strategies to capitalise on market changes and developments
- Deliver value for money, outcomes-based agreements
- Conduct needs analysis for procurement initiatives, (customer needs analysis and market analysis)

This role is not for the faint hearted. We want someone ambitious, passionate, and hard-working who will get stuck into your position and really take ownership. You will not be responsible for a specific category, however, be expected to have the skills to deep dive into the industry that is demanded. Ngā pūkenga me ngā wheako | Skills and experience
This role requires and/or would benefit from the following
- Knowledge and understanding of the, government procurement framework and related policy and legislation
- Appreciation of the Pae Ora legislation, equity aspirations in health and honouring Te Tiriti o Waitangi Principles of Tino Rangatiratanga, Equity, Active Protection, Options and Partnership
- Experience of procurement commissioning of at least 2-3 years. Ideally working with not for profit organisations
- Ability to build strong stakeholder relationships with a variety of stakeholders to support, navigate and think creatively in the procurement and contracting approach
- A minimum of 5-years' experience in procurement, in a complex environment
- Provide commercial leadership and acumen in the development of procurement plans, exemptions, sourcing and contracting
- A result focussed mindset with ability to navigate complex projects to create simple solutions
- Organisational awareness
- Strong appreciation of legal concepts and ability to negotiate and conclude contracts
- Experience in all areas of the procurement process in planning, tendering and execution end to end
- Supplier Relationship management experience at senior levels and large relationships Contract management experience
- Strong understanding of probity protocols
